- This is a combined synopsis/solicitation for conversion of a government furnished Robertson Aviation Inc. extended range fuel system fuel control panel, P/N HM022-093-51, to P/N HM0-366-11, that incorporates a Meggitt fuel quantity gauge. This RFQ is prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. This RFQ does not provide for full and open competition. Justification for Other than Full and Open Competition is FAR 6.302-1, 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The intended source is Robertson Aviation, Tempe, AZ. Only Robertson Aviation has the specifications and technical knowledge required to convert these fuel control panels. All items shall be delivered to Fort Campbell KY within six months after date of contract award. FOB and Acceptance/Inspection is at origin by a Government quality assurance representative (QAR). The NAICS code for this acquisition is 336413 and the small business size standard is 1000 employees. DPAS assigned rating is DO-A1. Any award resulting from this RFQ will be issued on a SF 1449 and will incorporate all clauses required by law, the FAR and the DFARS as appropriate. Only firm fixed-price quotations will be accepted. This document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-05.
