Description
THIS IS A PRESOLICITATION NOTICE. The United States Coast Guard (USCG) intends to release a Request for Proposal (RFP) with a Performance Work Statement (PWS) for technical and administrative support services to assist the USCG Health Care Program in validating the accuracy of direct care health care invoices submitted by the Department of Defense (DoD) Military Treatment Facilities (MTFs) for reimbursement by the Coast Guard, ensure invoices bill the Coast Guard only for health care services provided to eligible Coast Guard beneficiaries, and ensure that charges for said services are accurate. Contractor tasks include: conducting research using electronic databases and tools; screening and evaluating DoD invoices for compliance with regulations and laws; documenting findings; and providing recommendations. It is anticipated that all work will be performed at the Contractor?s facilities. The requirement is full and open. The NAICS Code is 524292 with a small business size standard of $6.0 million. The procurement is anticipated to be issued in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. A firm-fixed price (FFP) contract for a period of performance of one (1) year from the date of award with four (4) one-year options is anticipated to be awarded as a result of this solicitation. The solicitation, and any subsequent amendments, will be available electronically on the Federal Business Opportunities website, http://fbo.gov. No paper copies of the solicitation and/or amendments will be distributed. All vendors will be responsible for obtaining the solicitation and any subsequent amendments from that site. Vendors that have an interest in and capabilities to provide the required technical and administrative support services must respond in accordance with the RFP and PWS, anticipated to be posted on the Federal Business Opportunities website, http://fbo.gov, on or about 31 August 2005. The United States Coast Guard has deferred posting the Request for Proposal (RFP) with a Performance Work Specification on Federal Business Opportunities Website from 31 August 2005 to 8 September 2005.
