- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The request for quote (RFQ) number is EASC EA1330-05-RQ-1924. The synopsis/solicitation constitutes a RFQ and incorporates provisions and clauses in effect through Federal Acquisition Circular 05-05. In accordance with 19.5 this action is reserved exclusively for small business concerns only. The associated North American Industry Classification System (NAICS) code is 238220, ?HVAC?. A firm is a small business for the purposes of this requirement if it meets a size standard of $12 Million Dollars. The National Oceanic and Atmospheric Administration (NOAA) require the replacement of a Main Multi Zone Air Handler and Chiller for Building #1 at the Marine Operations Center at 439 W. York Street, Norfolk, VA 23510. START OF SPECIFICATION - Provide all materials, labor and equipment necessary to replace the existing A/C chiller and air handler located in the boiler room at the marine operation center, 439 West York Street, Norfolk, VA. Pump down and recover all refrigerant from the system and store into cylinders to be returned back into the new system. All applicable Federal, OSHA State and Local laws, regulations and codes which apply to this type of work shall be observed and adhered to. Disconnect refrigeration lines, water lines, and the electrical connections to the air handler and the chiller, and remove existing units from the boiler room and legally disposed of by the contractor off site Install new air handler and chiller in the boiler room in a similar manner as the existing unit. The front door and wall of the boiler room has to be removed to gain access for removing and installing the new units. The wall and door must be reinstalled in like condition. Connect and provide all necessary material to install main electrical and control power circuits. Connect refrigeration lines to maintain leak free joints. System shall be pumped down into a vacuum and checked for leaks before refrigerant is added to the system. The contractor shall electronic leak test to check for the presents of refrigerant on all new connections and joints, in the presence of the COTR. Install refrigerant and test chiller and the air handler operating system in the presence of the COTR. Provide COTR with three copies of the Operation and Maintenance manual for the chiller and air handler. The contractor shall visit the site to become familiar with the chiller and the air handling conditioning system. At the completion of the work, the air conditioning system is required to be fully functional. Mechanical specifications- 20-60 Ton Scroll Water-cooled/Condenserless Chiller General All Cold Generators are monitored for power draw and control operations. Units ship with a full operating charge of refrigant and oil. Exposed surface are painted with an air-dry beige primer-finish prior to shipment. Condenser [60T] Shell and tube design with seamless internally enhanced cooper tubes. Designed and tested for refrigerant side working pressure of 450psig[3102.75kpa] Water side working pressure is 150psig[1034.25kpa. One pass construction. Each condenser includes a subcooler circuit. Tubes are cleanable and replaceable. Condenser Left-hand grooved pipe condenser water connections to be provided. Condenser entering Water Temperature Range Standard condenser entering water temperature operation capability [60-90] degrees F Evaporator[60T] Shell and tubes design with seamless cooper tubes roller expanded into tubes sheets. Designed, tested and stamped in accordance with ASME code for refrigerant side working pressure of 300 psig. Water side working pressure is 150 psig. One water pass with a series of internal baffles. Each shell includes drain connections, entering and leaving temperature sensors, and 3/4-inch Armafex II. [or equal] insulation[K=0.26] Evaporator Temperature Operation Unit to be design for standard water temperature operations [40-60] degrees F. Control Panel Factory mounted to the door of the control panel, and tested. All information to displayed in clear language format.An evaporator report, condenser report, ASHRAE report, operator settings, services settings, service test and diagnostic to be accessed. Compressor-Motor Direct-drive, hermetic, 3600 rpm[60hz],3000rpm[50Hz], four fixed compression scroll compressors. Each compressor has: centrifugal oil pump, sump oil heater, oil level sight-glass, oil charging valve, two point lubrication for each motor bearing, flooded lubrication for the thrust bearing, and an outlet check valve in the scroll discharge port. Motor is to be suction gas cooled, hermetically sealed, two-poled, squirrel cage induction motor. Warranty The unit is to be covered with a one year warranty on parts and labor. Indoor Air Handler Units UNIT CONSTRUCTION Unit is to be constructed of a complete frame with removable panels. Removal of side panel shall not affect the structural integrity of the unit. The casing shall be able to withstand up to 6 inches of positive or 4 inches of static pressure. All exterior wall panels to be made of G90 galvanized steel. Closed-cell foam gasketing to be provided where modules are joined to prevent air leakage. Motor Frame Motor is to be mounted integral to an isolated fan assembly furnished by the unit manufacture. Motor is to be mounted inside the unit casing on an adjustable base to permit adjustment of drive belt tension. Motor is to be high efficiency, t-frame, squirrel cage. END OF SPECIFICATION - Delivery of the above is due on or before November 15, 2005 to 439 West York Street, Norfolk, VA 23510, Attn: Royal Evans (757-441-6797). Quotes shall be FOB Destination. The provision at 52.212-1, Instructions to Offerors--Commercial applies to this acquisition and there are no addenda to this provision. In accordance with 52.212-1, vendors shall include a completed copy of its representations and certifications at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items, with its quote. Vendors shall refer to www.arnet.gov to obtain a copy of FAR provision 52.212-3. FAR clause 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition and there are no addenda to this provision. FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and the following additional FAR clauses cited in the clause at paragraph (b) are applicable to this acquisition, as such consider the following clauses checked, (5), (17), (18), (19), (20), (24), (31). No other additional contractual terms and conditions are applicable. No Defense Priorities and Allocations System (DPAS) rating are assigned. In order to comply with the Debt Collection Improvement Act of 1996, ALL CONTRACTORS must be registered in the Central Contractor Registration (CCR) to be considered for an award of a Federal contract.
