Description
In accordance with simplified acquisition procedures the National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), plans to procure on a sole source basis with Brigham and Women?s Hospital, 75 Francis Street, Boston, MA 02115 to continue to provide PTEN expression and EIN diagnosis in an on-going study of endometrial lesion progression. DCEG has a case-control study, nested within a large retrospective cohort studying the diagnostic classification and subsequent risk of cancer in endometrial cancer precursors. Two important areas of research are PTEN expression as a potential marker of high-risk lesions and the potential utility of EIN classification system. Brigham and Women?s Hospital will: 1) Determine PTEN expression status via immunohistochemistry (IHC) for study cases? index biopsies and study controls? index biopsies by performing PTEN immunohistochemistry on newly cut slides from approximately 538 tissue blocks (188 from study cases and approximately 350 from study controls); 2) Interpret and score adequate samples according to PTEN expression; and 3) Assign a diagnosis from the EIN classification system to the original H&E slides from the index biopsies and subsequent biopsies from all study cases and controls. Dr. Mutter at Brigham and Women?s Hospital is widely recognized as an expert. He developed and has extensively validated interpretive criteria and mutational concordance for a paraffin based PTEN immunohistochemical assay and his experience in using PTEN antibody 6h2.1 for the described experiments is unmatched. Brigham and Women?s Hospital is the only vendor known to the DCEG that can process these samples without the introduction of new variables into ongoing research. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above service, without introducing new variables into ongoing research experiments it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. An original and one copy of the capability statements must be received in the contracting office by 2:30 p.m. EDT, on September 9, 2005. Faxed and emailed capability statements are NOT authorized. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
