Description
The U.S. Army Tank-automotive and Armaments Command (TACOM), along with PM Light Tactical Vehicle (PM-LTV), Warren, Michigan, is conducting a Sources Sought Market Survey in accordance with FAR Part 10. This notice neither constitutes an Invitation for Bids (IFB) or a Request for Proposals (RFP), nor does it restrict the Government to an ultimate acquisition approach. The current fleet of HMMWVs contains many vehicles that are experiencing a degradation of vehicle stability. As a result, this surve y is being conducted to gain knowledge of technologies or the possibility of developing technology with the potential to improve vehicle stability in the HMMWV via active electro-hydraulic control through the differential of power applied to all four wheel s. The purpose of this Market Survey is to identify appropriate technology and required vehicle integration, build a technology demonstrator using a HMMWV, and subject the demonstrator to Government test to demonstrate the potentially significant enhancem ents in vehicle stability made possible through use of electro-hydraulic and power management controls. To assist us, the Army requests the following information from potential sources: 1. Company name, point of contact, mailing address, telephone number, and email address. 2. Your business classification (e.g., large business, small business, small disadvantaged business, etc.) 3. Do you maintain Tech Data Packages (TDPs) in the form of 2D drawings or 3D models? 4. If TDP exists in 3D, which format, and are you willing to provide the models to the Government? 5. Please describe warranty information as would be applied to the US Army tactical vehicles for your products. 6. Does your company offer any logistics support for technical issues, component repair or spare parts? If yes, explain. 7. Have you had any experience working with military programs? If yes, please explain. 8. What is the technical readiness level (TRL) of your product? Reference http://www.acq.osd.mil/actd/FY06/TRL50002R.doc for TRL definitions. 9. What testing has your product completed to date? 10. What historical data (field failures, etc) are available for your product? 11. What is the estimated unit price of your item? Are any economies of scale possible dependant upon order quantities? If yes, please provide estimated cost breaks. 12. What is the estimated net weight gain or loss of implementing your product? 13. Is there potential to package the technology and/or hardware without significant impact on existing occupant and/or cargo space claims? 14. What is the extent of engineering and fabrication effort necessary for your proposed system? 15. Please describe your recommended system approach for meeting the goals of this effort. 16. Can a model and/or black box be produced to enter into the dynamic modeling simulation (DADS)? 17. What type of government furnished equipment or information (GFE/GFI) would be required to perform this development/integration effort? 18. What is the recommended lead time for delivery of the technology demonstrator for test? 19. What is the projected timeline for modeling and/or simulation? 20. What is the overall system response time during full active control? 21. What is the power consumption of the system (average and peak)? 22. Is there any quantifiable data about your system that indicates what improvements could be expected on the HMMWVs stability and/or traction over the conventional system in place now? 23. What are the vehicle interface requirements for the system integration? 24. Is the control system J1939 compatible, or can it be made to communicate on a typical data bus? 25. Is the controller reprogrammable? Does it have on-board diagnostics (OBD)? Responses to this sources sought market survey should be sent to Tera Sinclair.
