- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. Solicitation Number NRMA-5-86mac is being issued as a Request for Quotation. This acquisition is being solicited as a 100% small business set-aside using simplified acquisition procedures and it is planned that a firm fixed price purchase order with a sixteen(16) month period of performance will be awarded. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Regulatory Services Division has a requirement for the following Statement of Work : Background: In FY 2005, the NOAA Research Office of International Activities (OAR/IA) programmatic support to National Sea Grant model/South East Asia related activities have increased greatly and has led to commitments of bilateral agreements and Memorandums of Understanding (MOU) with NOAA - South East Asia partners. Standards of Performance: -Monthly reports submitted to the director and relevant staff and Bi-monthly meetings with Director and those staff for whom contractor is carrying out projects -Position Paper on SE Asia regional Sea Grant dialogue framework development regarding NOAA?s participation beyond Ocean Action Plan and Office of International Activities commitments. -Co-Develop Office of International Activities paper on future collaboration with our French counterpart IFREMER. Office of International Activities research will determine NOAA priorities in cooperating with IFREMER and help to prioritize areas of cooperation. The paper will also identify NOAA collaborators/partners. -The OAR/IA will review all assigned tasks relating to NOAA Research?s Assistant Administrator?s visit to Russia as part of the Joint Committee Meeting. The contractor is expected to be assigned various administrative/outreach tasks. Activities: The contractor shall: Assume support responsibility for maintaining dialogue with current and potential partners in South East Asia as it related to the internationalization of the Sea Grant model. This will require working closely with NOAA partners in the region and with members of the Sea Grant network. The contractor shall work closely with NOAA Research Office of International Activities SE Asian Program Manager and the Director of the office contributing to internal discussions on how to appropriately and effectively address the growth of the Sea Grant model while balancing NOAA?s limited resources. Other responsibilities will also be to assist in matching our international partner needs and requests with the assets of the National Sea Grant Office and the Sea Grant network within defined areas. -Assume support responsibility with the Program Manager responsible for Europe including Russia to further expand and support new activity under the current agreements. Current Activities in Europe are mostly concentrated in France with NOAA partners. There has been a renewed interest in using the agreement to facilitate new and varied activities. Areas of effort by the contractor shall include helping the Program Manager find appropriate partners in NOAA for projects within the agreed upon areas. Future meetings between the two sides will also require substantial assistance in organizing, reporting and maintaining a database of projects that occur under the agreement. An exploratory workshop that would further develop the priorities under specific thematic areas is anticipated for 2006. The contractor shall also be responsible for administrative duties related to agreement maintenance and meetings. -NOAA Research - Office of International Activities supports the Acting Administrator in the capacity of Co-Chair of the NOAA-Russian Academy of Sciences MOU entitled ?Cooperation in the Area of the World Oceans and Polar Regions.? The contractor shall be expected to support the Russia Program Manager and the Line Office in MOU related duties including helping the Program Manager find appropriate partners in NOAA for joint research activities and handling some administrative duties related to the meetings. -The contractor shall also be working for the Sea Grant International Program Manager on Sea Grant International activities at the request of the Program Manager or the Director of the OAR/IA. These duties will be defined at that time. -The contractor shall also be assigned other duties in relation to office activities based on mutual agreement between the Director, the Program Managers and the contractor. These duties could include administrative and programmatic responsibilities for bilateral and other program portfolio maintenance. -Participate in biweekly and team-oriented staff meetings and NOAA wide meetings based on need and interest. -Prepare a final report that will detail the contractor? accomplishments and progress during the contractor?s employment. Deliverables: -Monthly staff reports -Successful travel arrangements made for AA?s travel to Russia due the end of October 31, 2005. -(Co-Develop) Position Paper on future collaboration with the NOAA partner in France(IFREMER) due the end of December 31, 2005. -Position Paper on SE Asia regional Sea Grant dialogue due the May 31, 2006 -Final Report of Accomplishements due at the end of sixteen(16) months. Period of Performance/Schedule : Sixteen(16) months. Budget : The Government has budgeted approximately $61,000. Please note that approximately 2400 labor hours, are estimated and $9,400 may be available to the contractor for travel authorized by the NOAA, OAR/IA Director. Location : A contractor shall be based in Silver Spring. The contractor may be required to do domestic and international travel depending on the office?s needs. Travel will be approved and paid for through the allocated/budgeted amount(see Budget below.) The evaluation factors for this requirement are: 1) Technical Approach, 2)Past Performance and 3) firm fixed price. The Government plans to award a purchase order resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be the most advantageous to the Government, price and other factors considered.
