Description
NASA/JSC has a requirement for one each VALYN VISAR Multi-Beam System to include installation and training. The VISAR system is an interferometer using laser and fibre-optic technology to measure surface velocities of a fast moving object. The system reflects multiple laser beams off of a moving object to measure subtle differences in the reflected waves to calculate the change in positiom of the object reflecting those beams. The VISAR will be used for some of NASA current testing to certify flight hardware and to investigate in-flight anomolies. The system must be capable of the following measurement range: 100 m/s/Fr to 1850 m/s/Fr, with a 10 km/s/Fr extension. The system must provide for the measurement of a single point but must be capable of expansion up to a total of 7 point. The system must include the VALYN VISAR Interferometer Module with associated peripheral and the VALYN VISAR Main Beam Module with associated peripheral. NASA/JSC intends to purchase the items from Ktech Corporation, Albuquerque, New Mexico. Ktech is the exclusive producer and marketer for the system and can provide the cutting edge technologies to satisfy the stringent requirements of the Agency. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 noon local time on September 28, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
