Description

The U. S. Department of Commerce/National Oceanic and Atmospheric Administration/NOAA intends to negotiate with JSTOR, New York, on a sole source basis in accordance with the authority of 41 U. S. C. 253 ( c ) ( 1 ), only one source to provide on line services to access Collections of Ecology & Botany, General Science, and Mathematics & Statistics, which will comprise 66 titles. This will provide NOAA?s employees access to this on line service. At the present time NOAA?s Regional Libraries through out the United States have this service, and by purchasing this service for the NOAA Silver Spring area, this will bring all the libraries on line to receive this service. Offerors certain they can meet the requirement are requested to submit in writing an affirmative response and technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. Failure to submit such documentation will result in the government proceeding as stated above. A determination by the Government not open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15-days after publication of this synopsis. All information in responses to this notification must be submitted in writing to the attention of Sally Huber, Contract specialist. Note 22 applies.
