- This is a Combined Synopsis/Solicitation for Commercial items prepared in accordance with the format in FAR Subpart 12.6-Streamlined Procedures for Evaluation and Solicitation for Commercial Items-as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a request for quotation (RFQ). The RFQ number is SB1341-05-Q-1004. The RFQ will be open from September 12, 2005 and will end on September 16, 2005 at 5:00 pm Eastern Time. The NAICS code is 333314 with a size standard of 500. All interested offerors shall provide a quote for the following: Line Item 0001: Zeiss Axiomager Z1M or equal, meeting or exceeding the following specifications: -The instrument shall allow for taking digital optical images in the range of 50 x to 500 x magnification. The instrument shall have a lens turret with at least 6 positions. -The instrument shall allow for taking optical images in stereo with eyepieces equipped with eyecups. -The instrument shall have a sample stage that can be driven at least 30 mm by 30 mm in the X and Y directions with an accuracy of better than or equal to 0.5 mm to obtain image series that can be used as part of one large image through digital image stitching. -Motorized focus (Z) drive with a minimum resolution/increment of 10 nanometers (nm) to allow the user to make Z measurements and take Z image stacks with high accuracy and reproducibility. The instrument shall have a focus measurement sensitivity of 5 nm. -The instrument shall allow for making indentations on the samples surface with object marker with a diamond tip, which can be situated at one of the lens turret positions. -The instrument shall have a variable high intensity, at least 100 W illumination source. -The instrument shall allow for taking brightfield, darkfield, and circular polarized light optical images. -The instrument shall allow for taking optical images with a light beam path that is apochromatically corrected. The Contractor shall state the commercial warranty coverage provided for the optical microscope. Offeror shall indicate availability of the items. FOB shall be Destination. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver the items to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. Award shall be made to the offeror who demonstrates the best value to the Government. Evaluation of Technical Capability shall be based on the information provided in the quotation. Quotations shall include the make and model of the products, manufacturer sales literature or other product literature, which clearly documents that the offered products meet or exceed the specification stated above.
