Description
The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) intends to negotiate on a sole source basis with the Killeen - Lyden Association under the authority of FAR 6.302 for assisting ATF Alternative Dispute Resolution (ADR) Program. This notice of intent is not a request for competitive proposals. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement. The contractor is to solve workplace disputes at the ATF Headquarters facility in Washington, DC. Contractor must have security clearance. The contractor must possess the following credentials and qualifications: In depth knowledge of ATF, its organizational structure, the various legislative actions and laws that impact ATF?s operating mandate; experience with the specific needs of Federal law enforcement officers and the problems they confront. The contractor must specialize in counseling with an emphasis on employee assistance relations. Contractor duties will include assessment of workplace disputes, counseling ADR staff on proposed methods of addressing perceived problems and motivating employees to solve issues. Contractor may interact with ATF offices at various locations and with other Federal agencies. Contractor must maintain alliances with a professional network to whom the ADR staff can seek consultation and refer employees and supervisors for ongoing assistance. Contractor must evaluate quality assurance of the ATF ADR Program. This will be Blanket Purchase Agreement (BPA) that will be available for placing calls/orders through September 30, 2010. This requirement is Set-Aside for Small Businesses. The NAICS code is 624190 small business size standard. Awardee must be registered in the Department of Defense?s (DOD) Central Contractor Registration database (CCR) for electronic Funds Transfer (EFT).
