- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation proposals are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) 0219617 is assigned and shall be referenced on any proposal. All incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-28. The Standard Industrial Code is 7372, (NAICS code is 511210) with a business standard of $21 millions of dollars. This contract action will result in a Firm Fixed Price - One Time Buy contract. The Government intends to purchase on a sole source basis, the following item is manufactured by Oracle Corporation of Reston, VA 20190 for two (2ea) Oracle Selective Audit and one (1ea) Oracle Supplemental Option. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement of submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen (15) days after date of publications of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely with in the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competive procurement. The following clause and provisions are incorporated by reference and apply to this acquisition. FAR provisions 52.212-1 Instructions to Offerors-Commercial Items (JAN 2005); Offerors may download the RFQ by accessing the FedBizopps website www.fedbizopps.gov; FAR clause 52.212-4 Contract Terms and Conditions-Commercial Items (OCT 2003); FAR 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items (JAN 2005): Each Offeror shall include a completed copy of the FAR provision 52.212-3 Offeror Representations and Certifications-Commercial Items (JAN 2005). The full text of clauses is available from the Contracting Officer or may be accessed electronically at http://www.arnet.gov/far. Responses shall be submitted to the address listed above no later than 4:00pm EST, September 23, 2005, and be clearly marked with RFQ 0219617. No hand carried proposals will be accepted.
