Description
The 375th Contracting Squadron at Scott AFB IL is contemplating an award for Congressional Quarterly Subscription. Period of Performance will be 12 Months starting September 29, 2005 and ending September 28, 2006. This is a commercial purchase using FAR Part 12 and Part 13 procedures. The following information, as required per FAR 12.603(c)(2) applies: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued. (ii) The solicitation reference number is FA4407-05-R-0010. (iii) The solicitation document, incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-05 and the Defense Federal Acquisition Regulation Supplement DCN 20050901 Edition. (iv) This acquisition is set-aside 100% for small business under North American Industry Classification System (NAICS) code 518111. The small business size standard is $21 MIL. (v) CLIN(S): 0001, Annual subscription to Congressional Quarterly to include: CQ News Sources, CQ Members, CQ News Dailies, Bills Sources, Committee Sources, and Tools and FeaturesRenewal subscription 29 Sep 05-28 Sep 06 (1 year). (vi) Description of requirement: ON-LINE LEGISTLATIVE TRACKING AND CONGRESSIONAL NEWS SERVICE 1. The purpose for the on-line legislative tracking and congressional news service is to provide the Legislative Affairs Office (AMC-XP) with continuous, unlimited access to the most detailed, up-to-date and focused coverage of the activities of the nation?s legislative and executive branches. The on-line news service will enable AMC-XP to prepare for appointments, mandated Congressional Hearings and Testimony that relate to the Congress of the United States, and to search defense bills for markups to their programs. 2. Service requirements to be provided by the on-line legislative tracking and congressional news service are outlined below: a. Comprehensive News and Analysis: i. Exclusive Member Profiles: In-depth background analysis on all members of Congress to include their districts, committee assignments, voting records, interest group ratings, bills sponsored and co-sponsored, amendments, floor speeches, press releases; plus, up-to-date biographies with current photograph, member-name pronunciation guide, and a link to the member?s homepage. ii. House Action Reports: Coverage on all aspects of completed and upcoming House floor activities on legislation. iii. Senate Watch: Detailed summary of scheduled and potential Senate action providing essential information about legislation and leadership decisions. iv. Schedules: Detailed listings on all scheduled floor, committee and subcommittee actions to include dates, times, locations, agendas, contact information and witnesses. v. Bill Analysis: Summaries and analyses of major bills before Congress to include prospects for passage and links to related bills, bill actions, news analysis, government documents and bill text comparison. Require ability to search key issues, such as bills and reports that are fully searchable back to al least the past 15 years. Additionally, require coverage of all open committee markups to include summaries of amendments, roll-call vote breakdowns and voice-vote outcomes, with ability to post reports within 24 hours. Committee coverage shall include listings of past hearings and meetings, with witness lists and agendas. b. Legislative Tracking: i. Bill Track: Ability to track bills from introduction to passage with the most detailed legislative histories available to include ability to compare text of any two bills, with highlighted changes, in an easy-to-use format. ii. Floor Votes: Vote captions are to explain even the most complicated amendment vote in a few short sentences. Require current floor voting statistics within two hours of vote and access to voting records for past 15 years. iii. Bill Text: Ability to view the full text of all bill versions using keyword searches. Bill text should include links to a PDF version of the bill from the Government Printing Office web site. iv. Bill Digest: Detailed synopses of legislation with links to related news, analysis and source material. c. Budget Tracker: i. News: Provide a daily e-mail Budget Tracker newsletter that supplement news, analysis and schedules on the budget and appropriations process. ii. Documents: Details of a bill to include real-time updates on its status. Ability to compare, line-by-line, all versions of House and Senate bill texts. Ability to track appropriations documents from the draft stage through the conference report. iii. Numbers: Spreadsheets and searchable committee report charts that allow ability to compare the numbers and follow floor votes and markups. Ability to follow dollar amounts at the account level with flexible style charts, updated as each bill proceeds through the legislative process. d. Sources that will provide: i. Information for rules, proposed rules, and notices of federal agencies and executive orders. ii. Official record of the proceedings and debates of Congress. iii. Archival databases which include exclusive news and analysis and source documents searchable back to at least 15 years. iv. Daily coverage of politics and policy around the nation. v. Daily coverage of activities taking place inside the White House and the Administration. vi. Committee Testimony: Prepared witness statements as submitted to committees and subcommittees. vii. Transcripts: Immediate access to verbatim transcripts (even partial transcripts), that are updated daily, of major House and Senate committee and subcommittee hearings ? specifically to defense-related hearings, speeches, press conferences, and other noteworthy news events with particular emphasis on the President, the Executive Branch, Congress, and the Pentagon. Additionally, sources will provide articles on significant activities scheduled for that day and a thorough wrap up of all previous day?s Capitol Hill news as well as interviews of key government officials on various TV talk shows, including all major and cable networks. e. Transcript Service: A service where customers can request a reporter(s) to cover any upcoming Senate, House, and Joint committee hearings, with at least a one business day turnaround to post transcript on-line. In addition, customer shall be able to make arrangements with a sales representative to request delivery of transcripts faster than one business day f. Additional Features: i. Advanced Search Capability: Search options to assist in locating documents, e.g., search by bill numbers, keywords, committees, subcommittees, subject, publication date, story type, etc. ii. Ability to choose any scheduled event and download to personal electronic calendars for quick tracking. Customer shall be notified automatically of any changes to scheduled events. iii. Cross-Source Searching: User-friendly links and displays that can easily search not less than 20 sources at once. Documents shall be visually clear and presentable without need for extensive reformatting. iv. Instant E-mail Alerts: Ability to customize alerts that automatically track key issues and bills. 3. Vendor shall be available daily (via hotline, voice or email) to answer questions and shall provide all training, to include refresher training on an ?as requested? basis.
