- This is a Combined Synopsis/Solicitation to provide all labor and materials required to sew on nametapes and patches onto Desert Combat Uniform (DCU) Coats and a nametape on the ECWCS Parka prepared in accordance with the format in Subpart 12.6, as s upplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number W9127Q-05-T-0082 is issued as a Re quest for Proposal. The solicitation and incorporated provisions and clauses are in effect through Federal Acquisition Circular 05-05. This solicitation is 100% small business set aside and is restricted in accordance with FAR Part 19.1305. NAICS is 315 299, Small Business Standard is 500 employees. The resultant contract will be a requirements contract, base year with one-year option to extend the contract. Individual task orders shall be placed against the contract when the Government has a requirement for the services. Item 0001Desert Combat Uniform (DCU) Coat (October 15, 2005 October 14, 2006) Estimated Qty16,000 coats; Item 0002ECWCS Parka (October 15, 2005 October 14, 2006) Estimated Qty4,000 parkas; Item 0003- Desert Combat Uniform (DCU) Coat (October 15, 2006 October 14, 2007); Item 0004 ECWCS Parka (October 15, 2006 October 14, 2007). The requirement is for Mobilization Center Shelby, Camp Shelby, MS 39407. Line Items 0001 and 0003 shall include the sewing of 2 nametapes, 1 U.S. Army tape, a unit patch, and a U.S. Flag Patch onto each uniform in accordance with the following statement of work: SCOPE OF CONTRACT. Sew the following items on approximately 16,000 Desert Battle Dress Coats: - 2 Name Tapes (desert camo);- U.S. Army t ape (desert camo);- Unit Patch (desert camo); - Full Color U.S. Flag Patch (reverse-side/right shoulder). A. One Name Tape will be sewn immediately above and parallel to the top edge of the right breast pocket (as worn by the soldier) with the ends of th e tape extending out to the edge of the pocket flaps. The soldiers name will be centered above the pocket. The other name tape will be sewn on the left sleeve pocket flap of the coat. The tapes will be a strip of tan cloth, 1 inch wide with the individu als last name in spice brown ? inch high block lettering. Last names consisting of 11 letters or more will be Franklin gothic extra condensed print (48 point), ? inch high also in block. B. The U.S. Army tape will be sewn immediately above and parallel to the top edge of the left breast pocket (as worn by the soldier) with the ends of the tape extending out to the edge of the pocket flaps. The U.S. Army will be centered above the pocket. The tape will be a strip of tan cloth, 1 inch wide with the U.S. Army name in spice brown ? inch high block lettering. C. The Unit Patch will be sewn, centered, ? inch below the left shoulder seam (as worn by the soldier) of the coat. D. The flag replica will be sewn, centered, ? inch below the right shoulder seam (a s worn by the soldier) of the coat. (*The stars of the flag will be in the upper right hand corner of the flag patch and be facing toward the soldiers front). Line items 0002 and 0004 shall include the sewing of a name tape on the left sleeve pocket flap , ? inch above the bottom of the flap and centered left to right on the flap. The nametape will consist of a 3 ? inch long, tan strip, ? inch wide with the soldiers last name in ? inch block lettering. The above mentioned items will be sewn on the DCUs and the Parkas in accordance with AR 670-1. THE CONTRACTOR IS RESPONSIBLE FOR ACQUIRING ALL MATERIALS NEEDED TO FULFILL THIS CONTRACT. Delivery will be required within 5 calendar days from receipt of delivery orders exceeding the minimum order requirement s and 1 day for orders at or less than the minimum order requirements. Response time for picking up the uniforms shall be the next business day after receipt o f the order. Additional applicable FAR Clauses: FAR 52.247-34 FOB Destination; FAR 52.216 -18, Ordering (Oct 1995). (a) Any supplies and services to be furnished under this contract shall be ordered by issuance of delivery orders or task orders by the individuals or activities designated in the Schedule. Such orders may be issued from October 15, 2005 through October 14, 2006. 52.216-19, Order Limitations (Oct 1995) (a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than 4 uniforms, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract. (b) Maximum order. The Contractor is not obligated to honor -(1) Any order for a single item in excess of 2500 pieces ; (2) Any order for a combination of items in ex cess of 2500 pieces; (3) A series of orders from the same ordering office within 5 days that together call for quantities exceeding the limitation in subparagraph (b)(1) or (2) of this section. Notwithstanding paragraphs (b) and (c) of this section, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within 3 days after issuance, with written notice stating the Contractors intent not to ship the it em (or items) called for and the reasons. Upon receiving this notice, the Government may acquire the supplies or services from another source. 52.216-21,Requirements (Oct 1995). This is a requirements contract for the supplies and effective for the perio d stated. The quantities of supplies specified are estimates only. Except as this contract may otherwise provide, if the Governments requirements do not result in orders in the quantities described as estimated or maximum, that fact shall not constitut e the basis for an equitable price adjustment. Any order issued during the effective period of this resultant contract and not completed within that period shall be completed by the Contractor within the time specified in the order. The contract shall gove rn the Contractors and Governments rights and obligations with respect to that order to the same extent as if the order were completed during the contracts effective period; provided, that the Contractor shall not be required to make any deliveries unde r this contract after October 14, 2006. 52.217-9, Option to Extend the Term of the Contract (Mar 2000): (a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Con tractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be co nsidered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed beyon d October 14, 2007. 52.232-19, Availability of Funds for the Next Fiscal Year (Apr 1984).
