- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Medical Research Acquisition Activity on behalf of the Uniformed Services University Medical Simulation Center of the Uniformed Services University of the Health Sciences at the Tricare Management Actitivy, is soliciting quotes for a laprosco pic scenario based and simulation enhanced patient safety educational curriculum, training, and testing program based around common and multidisciplinary medical/surgical procedures. The required salient characteristics of the educational curriculum, trai ning, and testing program are as follows: To ensure competency in performing laparoscopic surgery, the skills trainer and credentialing tools must have the capacity for subjects to learn and be tested on the physiology, fundamental knowledge, and technical skills required in basic laparoscopic surgery. The Offeror must be able to provide at least 200 sets of a didactic curriculum. The didactic curriculum must present interactive patient scenarios when performing laparoscopic surgery. The Offeror must be able to provide 70 individual skills training tools that will allow subjects to practice and improve their technical and psychomotor skills in performing laparoscopic surgery. The manual skills trainer tool must include a flexible gooseneck CCD camera and power supply. It must allow for S-video cable connection to a television or computer monitor and a USB connection for use a laptop computer. The trainer kit will provide pr oper alignment for field of view. It will provide adequate lighting to practice and perform the simulated laparoscopic procedures. The Offeror must be able to provide a total of 210 accessory kits for the proposed manual skills trainer tool. The manual skills trainer tool must possess accessories that will permit each student to perform validated surgical techniques: transferring, precision cutting, placement and securing of ligating loop, simple suture with intracorporeal knot, and simple suture with extracorporeal knot. Additional accessory and replacement kits for performing these procedures must be made available for purchase. The credentialing tool must have the capability of assessing an individuals cognitive knowledge and manual skills in performing laparoscopic surgery. Medical students in their fourth year or higher of their post graduate medical program, fellows, and s urgeons who perform laparoscopic surgery will be eligible candidates for certification.
