Description
This a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is set-aside for small business only. The NAICS Code for this synopsis/solicitation is 444315 and the Size Standard 750 employees. This is a Request for Quote (RFQ) issued from Purchase Request F2B4AA5235A200. This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-05 effective 26 August 2005. The Government intends to award one Contract Line Item Number (CLIN 0001) for the following: --Furnish and install (1) Five ton Liebert minimate with humidity control --Disconnect existing system from server room --Any and all related ductwork and electrical work --All refrigerant and condensation piping labor and materials --Start up unit, test, check and adjust as necessary FOB and Inspection/Acceptance is Destination. The following provisions and clauses apply to this procurement: Federal Acquisition Regulation (FAR): FAR 52.212-1 Instructions to Offererors-Commercial Items; in accordance with (IAW) the FAR 13.106-1(a)(2) offerors are notified that award will be made on the basis of price; IAW FAR 52.212-3 Offeror Representations and Certification-Commercial Items all offerors shall include a completed copy of this provision with their proposal; Note: DFARS 252.225-7000 applies (Buy American Act with exceptions), and FAR 52.252-1 Solicitation Provisions Incorporated by Reference. Addendum to FAR 52.212-1 IAW FAR 52.237-1 a Second Site Visit will be conducted on Tuesday, 20 September 2005 at 10:00 AM. All interested parties should contact Capt Rochelle Smith not later than 8:00 AM on Tuesday, 20 September 2005 to register for the site visit. IAW FAR 52.212-4 Contract Terms and Conditions-Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. In paragraphs (b) and (c) the following clauses apply 52.219-6; 52.222-3; 52.222-19; 52.222-21, 52.222-26, 52-222-36, 52.225-13, 52.232-33. Q1)The equipment specification is not specific on Liebert Unit and required accessories, can you provide better detail, or should contractor make best interpretation? A1)Liebert Minimate unit. 2. Q2) To clarify, the humidity control option is this an integral feature, or can we use an independent unit? A2) Independent Unit 3. Q3) We determined where the power would be taken from for this unit, can you confirm the voltage requirements? A3) 460/3 phase 4. Q4) We did not determine the proposed location for the condensate drain, please confirm approximate location and distance, will we require a pump? A4) 20' down the hallway from unit location; condensate pump required. 5. Q5) We did not determine the proposed location for the water connection (humidifier unit), please confirm approximate location and distance. A5) No water connection. 6. Q6) Please confirm that the existing heat pump ductwork and accessories are staying in place. A6) The ductwork may need to be moved around a bit to accommodate but will remain in room. 7. Q7) Please confirm local permitting requirements for this project. A7) No permits required. 8. Q8) Please confirm that this project is tax exempt. A8) Yes, the project is tax exempt. 9. A9) Clearance above the ceiling? At the time of the walk we could not gain access to above the ceiling. Are there any obstructions above the ceiling (i.e. existing sprinkler, existing HVAC equipment or ductwork)???? Q9) Yes there are sprinkler heads, a speaker, some cables, some piping and some ductwork. 10. Q10) The weight of the proposed new system is 600 pounds. Is there enough building structure to carry this added weight? A10) Yes, the building was built for vertical renovation. 11. Q11) Please clarify disconnecting the existing server room HVAC system. A11) The ductwork will have to be moved to provide space for new unit but will remain in the same room. 12. Q12) Where will the city water tie in will take place for the new humidifier? A12) There is no humidifier so no tie in is needed. 13. Q13) Who is responsible for disabling the alarm system while the installation takes place? A13) There will be soldiering and brazing taking place. If needed we will contact the base Fire Department for assistance. 14. Q14) For your information the lead-time for the new proposed system is 3 weeks. Is this acceptable? A14) The lead-time is understandable and should work.
