- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation Number RFQ-05-217 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-05. The NAICS Code for this solicitation is 339111 and the size standard is $12,000,000. The Bureau of the Public Debt on behalf of the Alcohol and Tobacco Tax and Trade Bureau (TTB) has a requirement for an Astoria Pacific 2+2 Flow Analyzer (no substitutions). The instrument must be able to perform simultaneous analyses for carbohydrates, nicotine, and nitrates in tobacco products. The instrument must meet the following requirements: a) The instrument must have a small footprint. b) Be micro SFA (segmented flow analysis). c) Have built-in positions for up to 4-detectors and 4-tests to be run simultaneously. d) Have software upgrades for the life of the instrument. e) Have free loaners for the modules when repair is needed. f) Quick start-up/shut-down with high speed pumps setting. g) Pump with variable speed, automated control, peristaltic pump with positions, which can be easily upgraded, built-in leak detection circuitry and high-speed control for fast rinse out of chemistry. h) Must be able to measure the concentration of an analyte over more than one dynamic range. i) Must have applications designed specifically for tobacco analysis. Award will be based on technically compliant, low price.
