- THIS IS NOT A SYNOPSIS TO ADVERTISE FOR A SOLICITATION THAT IS READY FOR RELEASE, rather the purposes are (a) to determine whether there are a sufficient number of responsible sources and (b) to conduct market research. The Coast Guard Research & Development Center (USCG-RDC) is seeking information on academic institutions that have organic capability in the following types and areas of science and technology: Risk Based Decision Analysis Systems; Knowledge Management; Applied Physics, Engineering, Computer Sciences, Comparative Studies; Standoff and remote detection of toxic/illicit chemicals and materials (industrial and military) Cross Domain Emerging Technologies that support CG missions The USCG-RDC is chartered to conduct research, development, testing & evaluation (RDT&E) activities across the following broad areas: 1. Sensing and Detection of marine vessels in CG Area of Operations including the high seas, coastal and approach zones, ports and inland waterways; 2. Situational Awareness of potential threats to the flow of commerce through marine ports; 3. Compelling Compliance of Marine Vessels to enforce security zones, exclusion zones and to ensure lawful orders are enforced; 4. Boarding Tools, Equipment & Officer Safety to enhance the capability and capacity of CG boarding and inspection personnel to characterize, localize, and isolate items and people of interest; 5. Aquatic Nuisance Species to prevent introduction of non indigenous species that may threaten the ecological balance and natural resources in the marine waters, estuaries, and inland waters of the US. 6. Search & Rescue to enhance the survivability potential of distressed mariners through improvements in prediction, response and recovery. 7. HAZMAT Response Management to reduce the ecological and economic impact of spills (oil and chemicals). 8. Risk & Consequence Analysis to understand and quantify impact as well as determining best options for applying resources to maximize outcomes. Academic Institutions having any of the capabilities described are encouraged to submit responses to this announcement. The institution does not need to meet all of the capabilities described to respond to this announcement. Please describe succinctly the capabilities and infrastructure components that do meet the needs listed above. The sole purpose of the announcement is to identify existing facilities with the described capabilities. Offerors shall provide the following: 1. Capability Statement addressing the above areas (limit 8 pages) 2. Company history (limit 1 page). This announcement is not a research or development project. The purpose of this announcement is NOT to ?develop? or evaluate potential new products, services or facilities, or to improve existing facilities for the purpose of meeting the specific performance capabilities or objectives. At this stage, the Government has no intention to further develop or produce any equipment from the information received. Information collected through this announcement will be reviewed by individuals from the USCG. Responses may be forwarded electronically to the address below. Please identify if you are a Historically Black College or University. NOTE: Actual proposals are not being solicited at this time for the above requirement, and no contract will be awarded in response to this "Sources Sought" and "Market Research Synopsis".
