- NAICS Code: 541990 The U.S. Environemtal Protecdtion Agency (EPA) plans to negotiate on a sole source basis with Dr. David Eastmmond. Negotiations shall be conducted pursuant to the authority of 41 U.S.C. 253 (c)(1), which allows for negotiations without full and open competition if thre is a only one responsible source. The basis for this determination is that Dr. Eastmond previously provided EPA, with his expertise during review panels and he has also reviewed several risk assessment documents for leukemogenises in humans and rodents. He has also been a consultant for EPA on chemical and radiation induced lymphohematopic cancers. This notice of intent is not a request for competitive proposals. However, interested parties may identify their interest and capabilty to respond to the requiement by submitting documentation, to Thomas. Martinez at the office identified above, by fax (703)308-2358 or by e-mail (Thomas.Martinez@EPA.Gov.), which establishes that their specifications meet EPA' s requirement. Documents must be received within the (15) days after the date of publication of this synopsis to be considered by EPA. A determination not to compete this proposed contract based upon responses to this notice is solely within the discretion of teh government.
