Description
The U.S. Environmental Protection Agency (EPA), seeks to procure on other than full and open competition, repair or enhancement support services for MTS testing equipment . A & D Technology, Inc., formerly MTS Systems Corporation, 4622 Runway Blvd, Ann Arbor, MI, 48108 is the only known source having the technical capability and experience to troubleshoot and reconfigure MTS testing equipment and perform software modifications. For contractual purposes, the equipment shall be referred to as MTS equipment. This equipment is located in the Office of Air and Radiation (OAR), Office of Transportation and Air Quality (OTAQ), National Vehicle and Fuel Emission Laboratory (NVFEL), Ann Arbor, Michigan. The contractor shall furnish parts, software and labor necessary to provide a high level of expertise in maintaining, repairing and supporting software enhancements of MTS control systems and advanced electronic systems. The MTS systems are high tech, versatile systems requiring highly trained individuals with specialized training and experience to provide the level of maintenance under changing parameters to meet EPA?s stringent testing capabilities. This work, including commissioning, upgrades, troubleshooting, installation, software or driver development of repair of VXIn or Combustion Analyzer Systems (CAS), may be performed on any of the following MTS equipment: MTS instrumentation, benches, engine dynamometer controllers. For the VXIn systems, repair, replace, or upgrade of equipment to include, but not limited to, Redline crates, PowerPC slot 0 cards, 3008 cards, 2033 cards, 2916 cards, Redline Pendants, encoder turret controls, Safetymate, wiring interface transition boards, thermocouple conditioning boards, and associated cabling. For the CAS, repair, replace, or upgrade of equipment to include, but not limited to CAS crate, 2816 card, 4344 card, 1108 card, charge pods, SODEP, associated cabling. Also required are Licensing Fees such as VXIn software upgrades, CAS software upgrades, peripheral equipment drivers, developed tests and control strategies, and data processing and reporting routines. The software includes source codes that are proprietary to A & D Technology Inc, and A & D Technology, Inc is the only known contractor with ability to access the source codes. The equipment is located at the U.S. Environmental Protection Agency, 2565 Plymouth Road, Ann Arbor, Michigan 48105. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) and other than full and open competition in accordance with (41 U.S.C. 253(C)(1) AND Far 13.106-1. The NAICS is 518210. Interested parties may identify their interest and capability to respond to the requirement by submitting documentation in sufficient detail to Linda Merryman at the office identified above, by express mail to the address identified above, by fax (513) 487-2107, or by e-mail (merryman.linda@epa.gov) which establishes that their technical qualifications meet the U.S. EPA?s requirement. Anticipated Award date is October 25, 2005, therefore documentation must be received by October 13, 2005, 2:00 PM local time. A determination by the U.S. EPA not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Period of Performance is anticipated to be a Base Period, starting November 1, 2005 through October 31, 2006, with four (4) one year term options, to extend the period of performance for a period of up to four additional years, for an entire period of performance of 5 years or sixty (60) months.
