Description
In accordance with procedures specified in revised OMB Circular A-76, Attachment B, B.1, dated May 29, 2003; this notification represents the formal public announcement and official start date of a standard competition of functions required by the U.S. Geological Survey for Hydrologic Data Collection. The USGS requires support for general hydrologic data collection which includes the following activities: ? Assist, as part of a field crew, in construction, installation, and general maintenance and upkeep of hydrologic monitoring stations and installation of instrumentation at these stations ? Assist, as part of a field crew, in the collection and entry into databases of hydrologic data, including streamflow measurements, ground-water level determinations, water-quality sampling, and biological assessments; includes support in downloading of data from instrumentation deployed at remote monitoring locations ? Assist, as part of a field surveying crew, with the determination of elevation or datum for hydrologic monitoring stations ? Assist, as part of a field crew, in the collection of hydrologic data during extreme hydrological events--including, but not limited to: hurricanes, tsunamis, floods, and droughts--requiring immediate response and deployment ? Assist with the installation of ground-water wells by providing necessary support to well drilling operations and/or hand installation of shallow well points ? Provide support in the deployment and ongoing calibration of water-quality monitoring instrumentation ? Assist with sample preparation for laboratory analysis by ensuring that samples are properly labeled, packed, and shipped ? Provide support in the determination of ground-water well locations for the purposes of ground-water well inventories Work is currently performed at numerous locations across the country and may require travel to remote locations for prolonged periods of time. The incumbent service provider consists of Federal government personnel totaling approximately 124 commercial activity FTEs. Work will be performed at hydrologic monitoring locations and USGS offices nationwide. Designated Competitive Sourcing Official is Mr. Robert M. Hirsch, Associate Director for Water. Agency Tender Official is Jess Weaver, Southeastern Regional Executive for Hydrology. Contracting Officer is Teresa M. Henninger. The projected end date for this competition is March 31, 2007 . The NAICS for the acquisition is 541990. The solicitation is tentatively scheduled to be made available at www.FedBizOpps.gov during January of 2006.
