Description
In accordance with procedures specified in revised OMB Circular A-76, Attachment B, B.1, dated May 29, 2003, this notification represents the formal public announcement and official start date of a standard competition of functions required by the U.S. Geological Survey Geospatial Information Office (GIO). The GIO requires support for a National Geospatial Technology Operations Center (NGTOC) that will perform the following services: ? Develop and operate geospatial data integration, access, and archive capabilities ? Perform data quality control and integration ? Provide technical back office support to partners ? Provide data steward training and support ? Generate map graphics and maintain analog map archive ? Provide digital geospatial information access, archive, and dissemination services ? Provide support services, such as administrative and generic information technology support ? Provide contract administration and management support for geospatial services ? Conduct geospatial information science research ? Assess and recommend for implementation, technological innovations for geospatial data and applications ? Develop data theme business and investment strategy and oversee its implementation ? Provide oversight of the design, implementation, and operations of data integration, access, and archive and ensure the quality of services relevant to the Center ? Support development of industry-based standards that support geospatial infrastructures Work is currently performed at the following five locations: Reston, VA; Rolla, MO; Lakewood, CO; Menlo Park, CA; and Sioux Falls, SD. The incumbent service provider consists of Federal government personnel totaling approximately 400 commercial activity FTEs along with 3 contracts. Work of the NGTOC will be performed at the Denver Federal Center in Lakewood, Colorado. The designated Competitive Sourcing Official is Mr. P. Patrick Leahy, Acting Director of the U.S. Geological Survey. Agency Tender Official is Craig D. Skalet. Contracting Officer is Melissa W. Gill. The projected end date for this competition is September 30, 2006. The NAICS for this acquisition is 541990.
