Description
THIS IS A SOURCES SOUGHT NOTICE. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME, DO NOT SUBMIT A REQUEST FOR SOLICITATION. The National Oceanic and Atmospheric Administration is conducting a market survey to determine the existence of sources who can replace 15-20 each SDL/MDL Demodulators for GOES Operations at the Wallops CDA Station, Wallops, Virginia. The Wallops Command and Data Acquisition Station (WCDAS) utilize Aydin 322 Demodulator and 338 Dual Bit Synchronizer to support the Sensor Data Link (SDL) and Multi-Use Data Link (MDL) downlinks from the Geostationary Operational Environmental Satellites (GOES). These downlinks provide critical data to the nation?s hurricane observation and tracking forecasters. The existing demodulators are in need of replacement to ensure that these vital downlinks can be supported. There are presently no spares for the operational units. A replacement unit is expected to be able to handle the requirements of both links in a single package. The link information is as follows: Dynamic range of the unit shall be approximately 0to -30dBm. SDL (Downlink Frequency @RF=1676 MHz, Satellite transmit bandwidth = 6 MHz @ 3 dB points, Satellite transmit EIRP (specified) = 46.6 dBmi, Receive C/No assuming antenna G/T 26 dB/K (specified) = 81.10 dB/Hz, Receive C/No using antenna G/T 26 dB/K (actually measured @ 56 MHz with CW)=89.5 dB/Hz, Intermediate frequency (demodulation frequency)= 56 MHz via RS-232 TNC connector, Modulation scheme = UAQPSK using 4:1 power ratio, Data=NRZ-S, 1 Channel=Imager data rate=2.62 Mbps, Q Channel = Sounder data rate = 40 kbps, Uncoded link, Earth Station calculated required Eb/No = 13.5 dB for both , Output interface requirements = RS-422, Differential, Volt In High Min=2.0 V, Volt in Low Max = 0.8 Volt, Connector type DB9 - Note: Separate interface for I and Q data. MDL (Downlink Frequency @ RF=1681.478 MHz, Satellite transmit filter bandwidth = 4 MHz @ 3 dB points, Satellite transmit EIRP (specified) = 44 dBmi, Receive C/No assuming antenna G/T 15.2 dB/K (specified) = 67.70 dB/Hz, Receive C/No using antenna G/T 26 dB/K (actually measured @ 61.478 MHz with CW = 84.8 dB/Hz, Intermediate frequency (demodulation frequency) = 61.478 MHz, Modulation scheme = BPSK, GOES 10 satellite = 32 kbps Q Channel NRZ-M, GOES 12= 100kbps I channel Biphase L, Future GOES N = 400kbps, Uncoded link, Earth Station calculated required Eb/No = 12.8 dB, Output interface requirement = RS422, Differential. This market survey is for informational and planning purposes and does not constitute a request for proposal and is not considered a commitment by the Government. The Government does not intend to award a contract on the basis of this notification or otherwise pay for information or inquiry. The Government may limit follow-on procurement actions to Contractors that provide responsive submissions to this notice. Interested Contractors shall submit a comprehensive written ?Capabilities Statement? that provides, at the minimum, evidence of specific examples of the Contractor?s successful Past Performance with similar or same replacement demodulators. Interested Contractors are also requested to provide a site demonstration to demonstrate their proposed equipments capability to fully support the downlinks specified. To be considered in this market survey a written ?Capabilities Statement? shall be submitted to the Wallops CDA Station, 35663 Chincoteague Road, Wallops, VA 23337, or email Bob.Clark@noaa.gov, Attn: J. Clark by 2:00 p.m. November 3, 2005. Interested contractors are requested to include in their package a contact person with phone number and email address to be contacted by the Government for an appointment for the required site demonstration. No telephone responses are acceptable. If determined to be in the best interest of the Government, interested and qualified sources responding to this sources sought notice may be requested to provide follow-up information. Contractors will be notified on whether their written ?Capabilities Statement,? as reviewed by the Wallops CDA Station is responsive to this notice. This notice is not a RFP, IFB, or RFQ.
