Description

This work consists of Rental of Hopper Dredge with Attendant Plant and Operators for Maintenance Dredging of shoal material at Palm Beach Harbor, Florida. Bid Schedule will contain two alternatives to allow for different disposal sites. Alternative A will require bottom dump placement of dredged material in the Palm Beach Harbor nearshore placement area which is just offshore of the Palm Beach Harbor Beach Disposal Area. All placement in the nearshore placement area must be above the 17-foot MLW co ntour (between zero MLW and negative 17 feet). Alternative B will require placement of dredged material on the Palm Beach Harbor Beach Disposal Area which is located adjacent to the south jetty and extends southerly approximately 3,130 feet. Both alterna tives will require turbidity monitoring and endangered species observer/monitoring. Bidders may bid on either alternative or on both alternatives. The determination to award Alternative A or Alternative B shall be made just prior to bid opening and this determination shall be based upon funds available at that time. Therefore, only one of the Alternatives will be disclosed and evaluated. Any bid submitted which does not contain bid prices for the chosen Alternative shall be not be considered. THE CONTR ACTOR IS ADVISED THAT WORK UNDER THIS CONTRACT WILL BE CONDUCTED PRIMARILY DURING THE WINTER SEASON (DECEMBER THROUGH MARCH) AND THAT WAVE CONDITIONS OF THREE FEET OR HIGHER MAY BE EXPECTED A MAJORITY OF THE TIME. THE CONTRACTOR SHALL FURNISH PLANT AND EQ UIPMENT THAT CAN SUCCESSFULLY ACCOMPLISH THE WORK UNDER THE EXPECTED WAVE ENVIRONMENT. In accordance with the Safety Management Action Plan (SMAP) for Palm Beach Harbor, this work is restricted to HOPPER DREDGES and COAST GUARD CERTIFICATION OF VESSELS IS REQUIRED. Magnitude of construction for Alternative A is between $500,000.00 and $1,000,000.00 and for Alternative B is between $1,000,000.00 and $5,000,000.00. The solicitation will be issued on or about 18 October 2005 with bids due on or about 17 Nov ember 2005. THIS IS AN UNRESTRICTED ACQUISITION. There will be a price preference for certified HUBZone small business concerns that comply with the requirements in the solicitation as stipulated in FAR 19.1307.
