Description
Design/Build P-283 Replace Piers 44-51 and Quaywall, Naval Amphibious Base, Little Creek, Norfolk, Virginia. The contract will be a firm fixed price contract awarded to the best value offeror in accordance with FAR PART 15 using the Best Value Source Selection procedures. The source selection process has been selected in order to ensure selection of the source evidencing the best overall capability to perform the work in a manner most advantageous to the Government, as determined by evaluation of proposals according to the established criteria. The contract will provide for the design and construction to Replace Piers 44-51 and Quaywall. The project includes demolition of eight small craft piers, construction of six small craft piers, minor dredging to return bottom surface to a uniform level after removal of old piers, and replacement of the surrounding quaywall to support crane usage. Construction must be phased to allow access to some of the piers throughout the life of the project. The contractor shall provide all labor, supervision, engineering, materials, equipment, tools, parts, supplies and transportation to perform all work described in the specifications. Award will be made to the offeror offering the best value considering both technical and price, where technical and price are approximately equal. Requirements for the technical Source Selection criteria factors are as follows: (A) Corporate Experience (B) Past Performance (C) Technical Solution (D) Safety Performance (E) Support for Small Business Subcontracting Effort. The government reserves the right to reject any or all proposals prior to award; to negotiate with any or all offerors; to award the contract to other than the lowest total price; and to award to the offeror submitting the proposal determined by the government to be the most advantageous to the government. PROPOSERS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Offerors should not assume they would be contacted, or afforded the opportunity to qualify, discuss, or revise their proposals. The estimated price range of this project is $25,000,000 and $100,000,000. The Request For Proposals (RFP) will be issued on or about 18 October 2005. Tentative date for Technical Proposals will be on or about 2 December 2005, 2:00 PM (EST). Tentative date for Price Proposals will be on or about 9 December 2005, 2:00 PM (EST). This solicitation is available in electronic format only. All documents will be in Adobe Acrobat PDF file format. Only registered contractors will be notified, by email, when amendments to the solicitation are issued.
