- Description
- The Federal Law Enforcement Training Center intends to enter into a Contract for what FLETC refers to as Ram Target vehicles. They may or may not be operational, and are used to simulate ambush blockage and are rammed by student driving other vechiles. Specific requirements: 1. Prefer compact cars (approx 106?), but will accept subcompact cars (approx 102?) if necessary. 2. Vehicles will be delivered to FLETC,DMD garage, Glynco, GA. For acceptance and inspections. 3. Vehicles must have all tires and wheels functioning. All lug nuts must be in place, and tires must be inflated with no leaks. 4. Engine must be in vehicle, but need not be operational 5. Gas tank must be mounted in vehicle, and must be drained of all gasoline and vapors. 6. All fluids must be drained from vehicle. 7. Doors, hood, trunk, hatch must all be secured. 8. Bumpers, front and rear, must be functional. 9. All body parts must be secured on the vehicle with no rust through, nor any major damage or dents over 2 feet by 2 feet. 10. All suspension components must be functional. 11. Battery must be removed from vehicle prior to delivery. 12. All vehicles must be marked with the contractors name. 13. Contractor shall remove vehicles from FLETC within 5 working days of notification by FLETC. 14. Vehicles must be delivered to DMD garage 3 working days prior to the required use date supplied to the contractor. 15. Six vehicles will be required for each delivery date, starting 10/18/2005. There will be approx. 20 delivery dates that run through Sept 2006. Please submit bids via fax or e-mail. This synopsis is a notice of intent to award under full and open competition and should be viewed as a request for competitive proposals. All responses received by the date identified above will be considered by the Government.The following provisions in their latest editions will apply to the solicitation: FAR 52.212-1, Instructions to Offerors, Commercial Items; FAR 52.212-3, Offerors Representations and Certifications ? Commercial Items; FAR 52.212-4, Contract Terms and Conditions ? Commercial Items with addendum that the Government will not pay taxes where an exemption applies; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items. The following additional clauses therein apply: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.232-33, Payment by Electronic Funds Transfer ? Central Contractor Registration. All potential contractors must be registered in the Central Contractor Registration System.
