- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Services shall be in accordance with the attached statement of work: STATEMENT OF WORK CIVILIAN CLERGY This is a Non-Personal services contract. This is not a required TDA position. Contractor is not a government employee. 1. GENERAL. When military chaplains are not available, the services of civilian clergy are needed to ensure that free exercise of religion is afforded to all soldiers, civilian workers and family members associated with the U.S. Armed Forces in the 26th ASG, and to fulfill the USAREUR Quality of Life standards for religious support. This non-personal services contract requires the ministrations of a duly ordained and recognized priest of the Roman Catholic Church to lead and conduct masses and perform other requirements of that faith in a U.S. Army chapel at such times, dates and plac es as arranged by the 26th ASG Chaplains Office for any person(s) entitled to the benefits and services of a religious program held on a U.S. military installation. All services provided will be spoken in the English language. The 26th ASG Chaplains Offi ce will forward requests for services to the contractor at least ten calendar days in advance of the requirement, except in cases of a validated emergency, in which case services are on demand within twenty-four hours from time the contractor is first made aware of the request. The 26th ASG Chaplaincy Resources Manager will serve, as the Contracting Officers Representative, and acting in conjunction with the respective BSB Chaplains will perform periodic evaluations to determine the quality of services rendered. 2. DEFINITION. An emergency is defined as an event caused or precipitated by death, serous illness or injury, an unforeseen military requirement such as an alert or rapid deployment, or short notice military assignments. 3. GOVERNMENT FURNISHED EQUIPMENT. a. The U.S. Government shall provide the contractor with essential property and supplies normally required to conduct the mass and/or other services as arranged by the 26th ASG Chaplains Office under the auspices of this contract and in accordance with lo cal chapel Standard Operating Procedures (SOP). Subject to their availability such property and supplies include, but are not limited to the following items: altar and appropriate settings, bulletins, candles, hosts, hymnals, lectionaries, missalettes, m usic, vestments, and wine. b. In accordance with the provisions outlined in USAREUR Regulation 600-600, dated 3 June 1993 and subsequent changes; subject, Identification Cards and Individual Logistical Support, privilege cards can be issued to contract civilian clergy. 4. CONTRACTOR RESPONSIBILITIES. The contractor shall provide his own transportation to and from the work site, and shall be responsible for his own meals and lodging as needed. Contractors are solely responsible for all tax liabilities and ensuring thei r compliance with provisions of the Status of Forces Agreement between the U.S. Government and local national government. No provisions are implied or provided in this contract for any employee benefits such as medical care, retirement of workers compens ation. a. PHYSICAL SECURITY. When using U.S. Government furnished equipment and facilities, the contractor shall follow chapel SOPs to ensure the physical security of all property and the building. Access to religious facilities shall be limited to only those h olding valid identification cards of the U.S. Armed Forces and their authorized guests. b. APPEARANCE AND DECORUM. The contractor will present a neat, well-groomed appearance at all times during the performance of th is contract. His behavior and decorum will adhere to the highest professional ethics and spiritual standards of the priesthood. The contractor will wear the lapel microphone. c. SUBCONTRACTING. In the even the contractor cannot fulfill the requirements of this contract, the contractor will arrange to provide a substitute, who will meet all the qualifications stipulated in the contracts statement of work. The contractor shall be solely responsible for any payment to the substitute. 5. SPECIFIC TASKS. The contractor will arrive not later than 30 minutes prior to the announced start of the services to be performed, and not leave earlier than 15 minutes after the service performed has ended. The 26th ASG Chaplains Office will provide a written schedule of all Roman Catholic services offered in the commands area of responsibility to the contractor. The schedule will include complete addresses/locations of the services. Any changes will be promptly updated to the contractor. The con tractor will start the service on time. The tasks to be performed are listed below: a. Lead and conduct Saturday/Sunday Masses of normal duration in a manner accustomed by the local congregation served. Approximately one weekend a month, be able to conduct one Saturday vigil and two Sunday Masses. b. Lead and conduct daily and holy day of obligation Masses. c. Administer the sacraments. d. Hear confessions/reconciliation. e. Provide emergency pastoral care ministrations that only a Roman Catholic priest can perform to meet specific faith requirements.; i.e., anointing of the sick. f. Perform pastor counseling. g. Write necessary correspondence and reports to perform tasks related to the contract. A schedule detailing the number of performances for each task and the rates of payment is contained in the continuation sheet to the Purchase Request and Commitment (DA 3952). All payment will be made in U.S. dollars. Prices shown are on a firm, fixed ba sis and are not subject to any adjustment. Requests to modify the contract will be initiated only by the 26th ASG Chaplains Office. All other request will be reject as invalid. 6. APPLICABLE REGULATIONS. This contract shall comply with the Status of Forces Agreement between the governments of the host nation and the United States of America. Services performed by the contractor shall conform to Army Regulation 165-1, dated 31 Aug 89; subject, Chaplain Activities in the United States Army, and any USAREUR Supplements. 7. SCHEDULE OF PAYMENT. All services furnished under the terms of this contract shall be reported by the contractor on an invoice for payment at least quarterly. The invoice shall be reviewed by the 26th ASG Chaplaincy Resources Manager, signed and subm itted for payment within five working days of receipt.
