- UPDATED REQUEST FOR PROPOSAL SYNOPSIS Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. Offeror should register to receive notification of this solicitation or solicitation amendments. Copies of this solicitation can be found on the DLA Procurement Gateway at http://progate.daps.dla.mil/home AFTER Nov. 2 2005. From the Gateway homepage, select "Search RFPs" from the left-hand sidebar. Then choose the RFP you wish to view. You must be registered in order to download RFPs. If you are not, you will be directed to register at time of download. In order to ensure e-mail notification of RFPs, prospective vendors MUST go to the RFP Information page and select DSCP Clothing & Textiles (C&T) as the commodity center from which notices will be sent. Important Note on Foreign Content The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as ?The Berry Amendment? impose restrictions on the DoD?s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and ?specialty metals? (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies. The applicable NSNs for this procurement are 8405-01-510-3575(s). The purchase description MIL-C-29107 dated 07 Jun 89 and Pattern date 08 Jul 94. The purchase quantity is 8,460 coats. There are 38 sizes with a Production Leadtime of 120 days for destination New Cumberland, PA. This solicitation will be issued as a Total Small Business Set-Aside that will result in a Firm Fixed Price contract. All materials used in the fabrication of the end item are to be furnished by the contractor with the exception of the basic cloth (Cloth, Wool, Gabardine Blue Shade 3346 -60?), which will be provided as GFM. The GFM price is $20.86. Source selection procedures will be utilized. The following evaluation factors will be utilized in descending order of importance: PDM, Experience/Past Performance, and DLA Mentoring. Reference Numbered Notes 1, 9. and 26.
