- The Federal Aviation Administration (FAA) is seeking competent and qualified Small Business construction contractors interested in providing offers to construct the Localizer/DME and End-Fire GS at Baxter County/Ozark Regional Airport, Mountain Home, Arkansas. Work will consist of, but not limited to, all construction necessary (per requirements of corresponding project design specifications and plans) for installation of an ILS to serve Runway 05. The ILS will consist of a Localizer (LOC), Distance Measuring Equipment (DME) and End-Fire Glide Slope (EFGS). Construction includes site preparation and clearing (some tree removal) and earthwork including fill, grading and site drainage; concrete foundations and pads and associated aggregate plots, access road, walkways and asphalt driveway and culvert; install power and Government-Furnished Material (GFM) control/coax/heliax cables DEB and in conduit; provide required site preparation for electric and Telco utilities; install GFM equipment shelters (2) and LOC, DME & EFGS antennas/cabling/obstruction lighting, provide and install grounding and lightning protection systems; install chain-link fencing and gates and provide required site restoration including seeding and sodding. 1. Contract performance time is 120 calendar days 2. This procurement is set aside for Small Business 3. The North American Industry Classification System (NAICS) is 237990 and the small business size standard is $28.5 Million. 4. The dollar range for this project is between $500,000 and $750,000 5. Mandatory site visit will be conducted on October 19, 2005. A time will be specified in the RFO. THE SUCCESSFUL OFFEROR MUST MEET THE FOLLOWING GO/NO GO CRITERIA: a. The contractor must have successfully completed similar projects both in dollar amount and scope, on an operational airport. b. The contractor must have delivered a quality product in the timeframe established by the contract. The contractor must provide the name of the facility where work was performed along with a point of contact at the facility and telephone number. THIS INFORMATION IS TO BE SUBMITTED WITH THE REQUEST FOR SPECIFICATIONS AND PLANS. 2. The contractor is expected to perform at least 20% of the work using its own employees. The Request for Offer Package (RFO) is expected to be available to small business contractors on October 14, 2005. Contractors must submit their request for this package no later than noon October 13, 2005. RFO PACKAGES WILL BE PROVIDED ONLY TO THE FIRST 10 QUALIFIED REQUESTORS.
