- The Department of Veterans Affairs (VA) is conducting market research to identify businesses capable of providing filters and specified manpower, transportation and tools necessary to complete the following tasks. Businesses should be regular suppliers of these items and services and must be able to start deliveries within 10-15 days after receipt of the contract to the Louis Stokes Cleveland VA Medical Center Wade Park Division, 10601 East Blvd, Cleveland, OH 44106.Successful contractors may be required to subcontract to local business to carry out this contract. Tasks are as follows: (1) change manometers filters pre and final;(2) manometers will be zeroed and base line readings will be taken and a report given to the Veterans Affairs Medical Center Maintenance Department; (3) filter compartments will be cleaned of all debris, i.e. swept, etc. (4) all filters changed during annual maintenance will be disposed of off site at the vendors expense; (5) changes are during normal working hours, 8-4:30:pm Monday thru Friday EST, excluding Federal Holidays; (6)after the initial change, the filters will be changed on a quarterly basis, which are: January, April, and July, 2006. All filters supplied will meet or exceed the following specifications: (1) Air filters shall be 1 inch, 2 inches, and 4 inches deep, medium efficiency, pleated media, disposable panel type.(2) The filter media shall be made of continuous, synthetic hydrophobic (non-water absorbing) fibers that are thermally bonded and free from chemical binders. (3) The media shall be bonded and free from chemical binders. (4) The media shall be bonded to a corrosion resistant, expanded metal support grid, with a 95% open face area to assure of no dirty air bypasses. (5) The media grid assembly shall be bonded to all interior surfaces of the frame with solvent-free water based glue. (6) Support for the grid shall be formed into a wedge configuration to optimize use of the filter media. (7) Maintenance of the pleated alignment, an accurate, die-cut, diagonal frame members, shall be bonded to the media pack upstream and downstream. (8) Maintenance of filter integrity by pleated filters made with a .028-.038 beverage board frame with a minimum of 15 pleats per linear foot. (9) 4 inch filters will have a minimum of 11 pleats per linear foot and have a rated average efficiency of 30-35%, an average arrestance of 90-93% when tested in accordance with ASRAE 52.1-1992 TEST STANDARDS. (10) The filters shall be listed and rated as class 2 by Underwriters Laboratories Inc (UL). (11) The filters shall have a minimum MERV rating 8 when tested in accordance with ASHRAE 52.2. (2) Self Sealing Cube Filters shall be self sealing with a self contained wire retainer sewn into the face perimeter; (2) filter shall be made of Dual-Ply Dustok Media; (3) When tested accordance with ASHRAE 52.2 the filter shall achieve a MERV 8 rating; (4) filter media will be heat sealed into a ?STAR? Configuration to promote complete media utilization. (3) Extended Surface Synthetic Media Filter, air filters shall be replaceable, bag filters; consisting of multiple dust holding pockets assembled in a corrosion resistant, roll-formed galvanized steel frame; (1) filter media shall be made of continuous, synthetic, and hydrophobic fibers that are thermally bonded and absent of any chemical binders. (2) Pockets are self supporting and will not sag in VAV Applications; (3) when tested in accordance to ASHRAE STD 52.1-1992, the filter shall have an average efficiency of 99%; (4) when tested in accordance with ASHRAE STD 52.2 the filter shall have a MERV 15 rating. (5) A multi-row stitching process shall produce individual self-supporting dust holding pockets to achieve uniform media spacing thereby extending filter life and optimizing performance.(6) Multiple rows of stitching shall be sealed with a hot melt adhesive. (7) Dust holding pockets shall be bonded to their own metal support frame and assembled into a heavy gauge, galvanized steel enclosed frame. (8) Side-by-side pockets shall be mechanically fastened to the adjacent frames using a non-piercing clinch. (9) The open area of the filter shall be greater than 85% of the total area. (10) The filter shall be rated Class 2 by Underwriters Laboratories Inc (UL). (11) Each filter shall have a rating of: 2000 CFM at an initial resistance not to exceed .42 inches W.G. (12) Each filter shall have no less than 62 square feet of media area for a (24 by 24 by 22). This is request for sources. The Louis Stokes Cleveland Veterans Administration Medical Center intends to procure goods and services for the above listed items. A determination to compete this proposed contract is based on the responses to this notice is within the discretion of the government. The anticipated date of award is October 13, 2005.
