- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT IN THE AMOUNT OF $100,000.00 TO STIRLING ENTERPRISES LLC, DBA STIRLING AIRPORTS INTERNATIONAL, LLC, 27422 PORTOLA PKWY STE 300, EL TORO, CA for the following service UNDER AUTHORITY OF FAR 6.302. Clin 0001 Use of property for realistic urban assault training. Property shall allow for heavy equipment use (I.E. Armored Vehicles etc) and all possible maneuvering requirements. Property shall allow for a broad scale realistic urban terrain with multiple buildings with multiple rooms. Property shall have dinning facilities (not manned). Property shall contain a control center, conference center, and sleeping quarters. Property shall be in a controlled environment (I.E. Contractor provided Perimeter Security) to alleviate outside influences that may cause hazardous conditions that may cause bodily harm amongst DoD personnel or to the outside influence. Property shall be subjected to damage gaging from minor to severe in accordance with training requirements during training with limited liability on the U.S. Government if damages occurred outside the needs of the training requirements. This Notice of Intent is not a request for Expressions of Interest (EOIs), proposals or quotations. No solicitation document exists and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, proposals or quotations received in response to this notice. Interested persons may identify their interest and capability to respond to the requirement, and should furnish detailed data concerning their capabilities to provide the services sought including pricing data and technical data sufficient to determine that a comparable source to the government is available. The Government will be the sole determiner regarding an offeror?s ability to meet all requirements. The Government will consider all responses received within 24 hours after date of publication of this synopsis. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses sent via the U.S. Postal Service should be mailed to REGIONAL CONTRACTING OFFICE ?SW, P.O. BOX 1609, OCEANSIDE, CA 92051-1609. Responses sent via Federal Express or hand carried must be delivered to REGIONAL CONTRACTING OFFICE-SW, BLDG 22180, CAMP PENDLETON, CA 92055during weekdays, excluding federal holidays, between the hours of 7:00 a.m. and 4:30 p.m. Responses may be submitted via facsimile to Attn: GYSGT DANIEL BAKER at 760-725-8445. The facsimile transmission must clearly identify this notice and the name of the contracting officer on the first page. Submitters bear the burden of ensuring that the response reaches the designated contracting officer on time and should allow a reasonable time for facsimile transmissions to be completed. All pages of the transmission must reach the office before the deadline specified and pages of a facsimile transmission that arrive in the office after the specified deadline will not be considered. The submitter bears the risk of non-receipt of facsimile transmissions and should confirm by telephone that any facsimile was received. This purchase will be under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized under FAR 6.302-1.
