Description
The Federal Emergency Management Agency (FEMA), Mt. Weather Emergency Operations Center (MWEOC), Bluemont, VA intends to negotiate, on a sole source basis, with Mobilized Systems, Inc., Cincinnati, OH to provide 3 custom built Environmental Control Units (ECU?s) based on the following specifications. This is a rugged welded aluminum design that includes copper coils with corrosion protective coating and EMI suppressed wiring harness. Capabilities and Features of the Custom Built ECU include: Provides a minimum of 96,000 BTU/HR of cooling. 2 stages of heat, stage one 8kw, stage two 16kw. Provides controlled humidity through dehumidification. Is equipped with make-up air openings. Filters the return (shelter) air. Operates in environmental conditions from tropic to arctic. Can be operated from a remote location. Has heavy duty welded aluminum unit frame. Is equipped with removable access/service covers Is equipped with lifting eye provisions and forl lift slots to ease handling. Constant running compressor in cool mode. -37 degrees FDB start up capability. Hot-gas by-pass. Scroll compressors with 2 stages of unloading EMI/RFI shielded remote panel. Unitized welded aluminum cabinet. Emergency fresh air system. Vibration isolation of compressor and evaporator blowe. Two speed condenser fans. EMI/RFI suppressed wiring in ECU. The ECU has a powered filtering unit containing a filter with an efficiency of 95.0% when tested with 0.3 micron thermally generated particles and a capacity of 330 SCFM at 1.0" W.C. pressure drop. The fresh air unit is manually controlled through a switch on the remote control panel box with a power "on" indicator light. A direct drive blower assembly sized to provide 45 SCFM +/-15 SCFM of filtered outdoor air against an external static pressure of 2.0 in W.C. The filter assembly is capable of 68 hours of continuous operation in a contaminated environment. During normal operation, the outside air bypasses the HEPA filter assembly. The filter is a throw away type. Interested parties may respond by identifying their capability to provide the required custom built ECU, to include descriptive literature and pricing. The descriptive literature should be submitted in enough detail to allow the Government to make a determination if the proposed product will meet the Government?s requirements, as identified above. Responses shall be sent via email to Sandra.nixon@dhs.gov and must be received no later than 3:00 PM/EST, 10/25/05. This is not a request for competitive proposals. However, all responses received by the date identified above will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. This is not a small business set-aside requirement. NAICS Code is 333415, Small Business Size is 750. This requirement is subject to the availability of Fiscal Year 2006 funds.
