- This is a Sources Sought Synopsis. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for a solicitation will not receive a response. This Sources Sought Synopsis is in support of a market survey being conducted by the Navy to determine potential sources capable of fulfilling a requirement for upgrading of the Automatic Radar Periscope Detection and Discrimination (ARPDD) engineering test asset (a.k.a. ARPDD Brassboard system) with hardware capable of supporting an upgraded version of a Government developed discriminator software. This engineering asset requires hardware and software modifications to accommodate communication and processing ?through puts? for proper functioning of the discriminator software. Additionally required are radar technology risk reduction developments that address identified risks from a Government Technology Readiness Assessment for ASW radar?s with ARPDD capabilities. Required risk reduction developments in this area include development of a digital wideband receiver for an APS-137 radar, an upgraded automatic detector for a proposed ARPDD mode, development of an integrated high-speed processing system for the discriminator subsystem. Integration of these developments into the ARPDD Brassboard system and test of all of these components including the Government?s discriminator software. The modifications should be carried out using an open system architecture for hardware and software that supports future system growth. The contractor should maximize the use of commercial off the shelf technologies and select such technologies so that obsolescence is minimized. Minimal documentation exists for the developed Brassboard system and software discriminator. No level III engineering drawings or documents are owned by the Government for the Brassboard system that includes the APS-137 and discriminator subsystems. All work is required to be performed in a classified setting and meet all Government security requirements for data items and hardware identified as SECRET.
