- The purpose of this amendment is to provide clarification for the topic "A Remote TB Control and Prevention System." Clarification needed and Questions: One of the critiques of one of the contract proposals submitted under SBIR Contracts Topic 021 last year was that it did not provide a completely functional production system meeting all CDC requirements at the end of Phase 1. It is their understanding that Phase 1 SBIR awards typically are feasibility efforts, followed by more substantial Phase 2 projects that reach the point of commercial viability. Should the contractor consider the potential of Phase 2 work in their 2006 application? Answer: Phase 1 effort should culminate with a feasibility assessment and that this assessment should address implementation outcomes from a prototype application/demonstration which then could be used as 'proof of concept' for any Phase 2 application which would lead to a more developed product. Phase 1 has to show that this concept can be achieved by demonstrating a viable application which, understandably, will not contain all functionalities in a fully developed application. It would be important for the contractor, once funded, to interact with CDC to develop a complete list of core functionalities which could be tested and evaluated during Phase 1. The outcomes of this testing would result in the Phase 1 feasibility assessment report which should also address what next steps are necessary to move from a proof of concept to a viable application. Some next steps might be, but are not limited to, system development, user support, training, deployment, data security, detailed report generation, local jurisdictional functionalities. No other terms or conditions are changed by reason of this amendment.
