Description
NASA/JSC plans to issue a Request for Proposal (RFP) for configuration management functions for the Engineering Directorate. The tasks may be performed at the Directorate-, Office-, and Division-level. The procurement may include, but is not limited to a) process and track change paper b) process and track requests for Directorate input into Programmatic and Directorate calls for data, c) provide configuration management for configuration control boards and other review boards, d) configuration management support for Directorate products, e) notification and coordination of scheduling information associated with change paper and configuration management products, f) conduct audits to reconcile as-built status versus as-designed status of hardware and software provided by the Directorate, and g) technical writing assistance for quality management system (QMS) documents. JSC plans to issue a five year Indefinite Delivery Indefinite Quantity (IDIQ) Cost Plus Fixed Fee contract with a maximum contract value not-to-exceed $15M. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This procurement is a total small business set-aside and is reserved for SBA Certified 8(a) concerns. 8(a) firms are encouraged to monitor this website, as the solicitation will be issued without further notice. See Note 1. The NAICS Code and Size Standard are 541513 and $21 million, respectively. The anticipated release date of the Draft RFP is November 2005. Industry is invited to comment on the contents of the Draft RFP. The draft RFP will provide a closing date for receipt of comments. The Government will review the comments and then release the final RFP in December of 2005. The firm date for receipt of proposals will be stated in the final RFP. All responsible sources may submit an offer which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).
