Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is being issued as a Request for Quote under solicitation number M00681-06-T-0012. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05. This acquisition is a 100% Small Business Set-Aside. The North American Industry Classification Code (NAICS) is 813110 and the small business size standard is $6,000,000.00. The government intends to award a firm fixed price contract, as a result of the quotes received. The Regional Contracting Office, Southwest, Marine Corps Base, Camp Pendleton has a requirement for the following item. CLIN 0001 Protestant Director of Religious Education (One Year Contract) 1. Contractor to provide the following: PROTESTANT RELIGIOUS EDUCATION PROGRAM C.l. Background. A major part of the Christian obligation in the life is ongoing religious education. This training must be included in a viable Command Religious Program. C.2. Objectives and task. The contractor will provide a Protestant religious education program for the members of the congregation at the chapels specified in the schedule. (1) Recruit, train, and supervise teachers and oversee the administration of the teaching programs, support of volunteer teachers and their training, support of volunteer coordinators. (2) Arrange for procurement of textbooks, supplies, materials necessary for classroom instruction and teacher training: through government sources (3) Develop a proposed curriculum for Sunday School in coordination with the Protestant Chaplain. (4) Arrange and hold Parent and Teacher Meetings. (5) Review and implementation of plan submitted covering program organization, requirements, training, direction, and evaluation of volunteer religious education teachers and teachers? aides. (6) Oversee the Nursery Program and ensure an adequate number of personnel are available to run the nursery. (7) Lead the Children?s Choir on a weekly basis. C.3. Dates of Service. In addition to regularly scheduled services, the Contractor may be called upon to perform special services on occasions such as funerals, memorial services, or special seasonal holiday services. DRE Basic Duties Admin: a. Order/dist. Support b. Recruit/train volunteers c. Barracks Religious Ed Program. d. Meet with current Vol-Asses Current Program e. Participate in Para Chapel Council f. Duties& responsibilities Directed by base Chaplains. Attend Chapel Staff Meetings. g. Work close with RPs in obtaining requirements for various chapel communities h. Develop Various Chapel Religious Ed Performs duties six hours a day for a five day work week F. GENERAL: F. 1. No time will be taken off during Advent/Christmas and Lent/Easter. In the event of an emergency situation, notification shall be provided to the Chaplain?s Office. F.2. If the Contractor finds it necessary to terminate the Contract for convenience, he/she must give a 30 days written notice (via the Chaplain) to the Contracting Officer. F.3. The dates and times of service shall be arranged with the Chaplain for each location. The Contractor is advised that service times may change. F.4. Provide and pay a satisfactory and qualified substitute when unable to provide services as outlined in this statement of work. F.5. Notify the Chaplain when unable to provide services as outlined in this statement of work. The following FAR provision(s) apply to this acquisition: FAR 52.212-1 Instructions To Offerors ?Commercial Items (MAR 2000). FAR 52.212-2 Evaluation-Commercial Items (JAN 1999) FAR 52.212-3 Offerer Representations and Certifications- Commercial Items (MAR 2005) FAR 52.212-4 Contract Terms & conditions -Commercial Items (MAY 1999). FAR 52.212-5 Contract Terms and Conditions Required To Implement Statutes or Executive Orders ? Commercial Items with the following applicable clauses for Para (b) apply to this acquisition: (14) (15) (16) (17) (31), and the following applicable clauses for Para (c) (1) (2) FAR 52.222-42 Statement Of Equivalent Rates for Federal Hires (MAY 1989) The following DFAR Clauses apply to this acquisition: DFAR 252.212-7001 Contract Terms and Conditions required to implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items with the following applicable clauses for Para (b): DFAR 252.225-7001 Buy American Act and Balance Payments Program (MARDH 1998 and DFAR 252.232-7003 Electronic Submission of Payment Requests (MARCH 2003). All provisions may be accessed electronically at this address: http://farsite.hill.af.mil Proposals are solicited FOB Destination Camp Pendleton, CA. Delivery is required for service on or before 1 November 2005. The government intends to make award to the firm that presents the best value to the government. Award is to be on an all or none basis. Navarro, and clearly state the solicitation number on the first page to ensure receipt. Offerors bear the burden of ensuring that all pages of the quote reach the designated office before the deadline specified in the solicitation.
