Description
The Defense Information Systems Agency (DISA) will host Commercial Satellite Communications (COMMSATCOM) Capabilities Focused Industry Days on Tuesday, November 8 and Wednesday, November 9, 2005. The purpose of this unclassified conference is to enable the Department of Defense (DOD) representatives to obtain information from industry experts on Fixed Satellite Service (FSS) COMMSATCOM commercial practices and how industry might best meet DOD needs. This information will be used by DOD to better understand industry?s ability to support a core set of COMMSATCOM user needs and user-selectable enhancements. This information will be fundamental to shaping DOD?s future COMMSATCOM efforts. FSS operators, managed service providers, and system engineering and integration (SE&I) resellers are encouraged to attend. Mobile Satellite Service (MSS) will not be addressed as part of this Industry Days. Background: COMMSATCOM is an essential component of today?s DOD communications. Current capacity of on-orbit Military Satellite Communications (MILSATCOM) systems cannot meet the increasing communications demands of the joint warfighters. To augment the existing MILSATCOM capacity, DOD leases capacity on commercial satellites and procures or leases terminals to satisfy operational requirements. The current services include leased C- and Ku-band COMMSATCOM worldwide bandwidth totaling approximately 4 GHz. Along with leasing bandwidth, DOD contracts for associated SE&I services such as planning, engineering, network operations center support, service level agreement (SLA) management, operational spectrum monitoring of leased service, turn-key service, earth terminal installation, host nation agreements, licensing, troubleshooting assistance, and administrative support. These services are obtained through multiple contractors that procure bandwidth from multiple global and regional service providers around the world. A core set of user capabilities has been identified. To focus the scope of this conference, these user capabilities are presented with associated key questions in Attachment 1 to this Request for Information (RFI). DISA requests advance responses be submitted via e-mail to commsatcom.rfi@disa.mil no later than 5:00 PM Eastern Standard Time (EST) Wednesday, October 26, 2005. Early receipt of the responses will allow DOD representatives time to review information prior to the Industry Days and use the one-on-one session more efficiently. Updates to responses, as needed, can be made, however, the submissions on October 26, 2005 will be reviewed prior to Industry Days, so all changes should be clearly marked in the final responses. Final responses to RFI questions (in CD and ten (10) hard copies as well) should be mailed to Booz Allen Hamilton, 8281 Greensboro Drive, McLean, VA 22102 (Attn: Marjorie Quinteros; Allen 590 (Tel: 703.377.6452)) and RECEIVED by 2:00 PM EST, FRIDAY, 4 NOVEMBER 2005. Responses (either submissions on October 26, 2005 or final responses) shall be no more than 25 pages, single-spaced, Times New Roman, 12 point font with one inch margins. Specific contracting opportunities are not available and will not be discussed at this conference. Because this conference?s purpose is for the Government to better understand the ability for the COMMSATCOM industry to support DOD users? capability needs, the conference agenda is primarily allocated to government questioning. The conference will be held on Tuesday, 8 November 2005 and Wednesday, 9 November 2005, at the Booz Allen Hamilton facility at One Dulles Center, 13200 Woodland Park Road, Herndon, Virginia 20171 and a conference room at the Days Inn Hotel and Conference Center at 2220 Centreville Road, Herndon, VA 20170. Attendees should arrive between 7:00 am EST and 8:00 am EST for check-in and registration at Days Hotel and Conference Center on 8 November 2005. No registration for one-on-one conferences will be made during the conference. The conference will begin promptly at 8:30 am EST. Coffee will be available, but no food will be provided, so plan accordingly. The conference will consist of a morning session, beginning at 8:30 am EST on Tuesday, November 8 and lasting until approximately 12:00 noon EST. Government representatives will provide introductory remarks and address various topics, including recent DOD COMMSATCOM activities, the conference agenda and ground rules. Up to three company representatives will have the opportunity to attend the morning session and meet in the private one-on-one session with DOD COMMSATCOM program and operations management. Attendees are expected to be COMMSATCOM operations, sales, and technical staff that can answer the specific RFI questions. The afternoon of November 8, starting around 1:00 p.m. and all day on November 9 will consist of one hour one-on-one government-industry sessions. Schedules will be enforced, and the first fifty minutes will involve questioning by the Government to better understand company RFI responses. The final ten minutes will be set aside to allow each company to either elaborate on previously discussed points or to offer other industry insights regarding COMMSATCOM. Sales pitches or marketing material will not be accepted. No cameras, tape recorders, or other reproduction devices are allowed during Industry Days and the Government will not accept any materials that were not actually part of the contractor?s briefing. Attendance will be limited solely to pre-registered attendees, and conference attendance will be limited to not more than 3 attendees per company. A total of 100 seats will be available for industry on a first come, first serve reservation basis for the plenary session in the morning. Reservation for the one-on-one sessions will be made through Defense Information Technology Contracting Office (DITCO) by contacting either John Herrmann at 618-229-9722 or Cindy Showers at 618-229-9464. Registrants must provide the names of up to three individuals attending, including their position/title, name of the company/organization, type of organization (integrator, reseller, satellite provider, etc), telephone number, type of business (small, large, small disadvantaged, etc), date of session and request either a morning or afternoon slot. Reservations will be scheduled and confirmed by phone only. Requests will be granted on a first come-first serve basis until all the slots are filled. After the slots are filled, a waiting list will be developed and cancellations will be filled from the waiting list. DITCO will release a tentative schedule for one-on-one sessions between industry and government representatives and notify the registrants in advance of Industry Days. THE DEADLINE FOR REGISTRATION IS 2:00 pm EST, FRIDAY, 21 OCTOBER 2005. The government may request additional information from those responding to this RFI. An attachment to this RFI contains additional information including Rules of Engagement for Industry and Industry Day questions. This RFI does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Responders are advised that the U.S. Government will not pay for any information or administrative cost incurred in response to this announcement. Proprietary information or trade secrets should be clearly identified. All information received that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned.
