- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://wwww.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division, intends to make a sole source purchase from Service Machine and Welding Co. Inc. at 12421 Maple Street, Ashland, Virginia for the following: weld repair, inspection and galvanizing missile shock test machine. Specification requirements are as follows: Straighten Carriage Extension to +/- 0.25 inch flatness corner to corner and edge to edge MT (Magnetic Particle Inspection) of all accessible welds of all parts of the machine and rotation fixtures. ! Post galvanizing inspections to use Eddy current method instead of MT. Dye penatrant inspection of aluminum deck assembly and associated parts. Repair any weld defects. Complete all partial welds. Provide drain vents for galvanizing. The details must be approved by the government before work begins. Fabricate weld specimens with ?T? and butt joints from A-514 plate scrap for developing galvanizing specification for A-514 components of structure. Draft a specification for galvanizing this equipment that addresses surface preparation, alkali dip, acid dip, and time in zinc bath. Galvanize specimens with intended process and furnish specimens to government for inspection and testing. Hot dip galvanize all steel parts according to final government approved process in accord with ASTM A123. Clean threads and reassemble machine elements with new bolts. Government will disassemble wheel trucks, wheels, pillow block bearings, and axles. Government will remove track assemblies from foundation. Government will provide transportation of al l parts to be worked on to welding shop. Government will provide transportation of carriage between welding, sandblasting, and galvanizing shops. Government will provide return transportation of all parts to Dahlgren. The purchase order shall be firm fixed price. This procurement will be issued using Simplified Acquisition Procedures. Delivery will be FOB Destination to Dahlgren, Virginia. DOD will no longer award contracts to contractors not registered in the Central Contractors Registration (CCR) database.
