Description
The project involves the following: Construction of a new 25,923 square foot, two-story dormitory building that will be Leadership in Energy and Environmental Design (LEED) certified upon completion. This work is to be performed at the Albuquerque Job Corps Center in Albuquerque, New Mexico. The site work includes new utility extensions and upgrades, infrastructure improvements, building excavation, concrete walkways, grey water irrigation system and landscaping. The new ADA-compliant dormitory construction shall consist of reinforced concrete masonry foundation walls, concrete footings, concrete slab on grade for lower level, pre-cast concrete planks for the upper floor and metal roof deck, plaster stucco concrete exterior, concrete masonry unit exterior and interior walls, and a single-ply membrane roof. Interior finishes include painted masonry walls, ceramic tile wainscot in bath/toilet areas, vinyl composition tile and ceramic tile floors, rubber and ceramic tile base, rated and non-rated suspended gypsum board ceilings. Complete smoke and fire detection, fire alarm/visual/audio emergency system, emergency lighting and sprinkler systems are incorporated into the building. New electrical, plumbing, telecom, heating and cooling systems are part of this contract. In addition, the work includes demolition of approximately 2,542 square feet of an 8,275 square foot existing dormitory, renovation of 5,733 square feet of that dormitory and construction of a 260 square foot restroom and shower addition. The work also includes demolition of an existing 5,720 square foot dormitory. Asbestos abatement is required in both existing dormitories. The contractor shall begin performance within fourteen (14) calendar days of receiving the Notice to Proceed (NTP) and complete it within 480 calendar days, with substantial completion to be achieved in two separate phases. The substantial completion for Phase I shall be accomplished within 360 calendar days of Notice to Proceed (NTP); Substantial Completion for Phase II shall be accomplished within 60 calendar days from Substantial Completion of Phase I. Phase I and Phase II will be performed consecutively. The estimated cost range is from $1,000,000 to $5,000,000. Plans and specifications will be available on October 31, 2005, only from the Architect/Engineer firm, Dyron Murphy Architects, P.C., 5941 Jefferson Street, NE, Suite A, Albuquerque, New Mexico 87109. It is emphasized that the request for plans and specifications should be directed to the A/E firm listed above to ensure proper handling of requests. All requests must be in writing and a $300 bid deposit is required. When plans and specifications are returned in good condition, as determined by the Government, the bid deposit is refundable. The Bid Deposit should be forwarded to Mr. Gregory Comer and must be in the form of a Certified Check, Cashier's Check, or Money Order made payable to the U.S. Department of Labor. Please provide on each check or money order your EIN number (Tax ID Number) to ensure the refunding of your deposit. Failure to do so may result in your deposit not being refunded. Requests subject to the stated bid-deposit amount will be limited to the issuance of one complete set per request from any interested party. Plans and specifications will be made available for pick-up at the A/E's office, or may be arranged for delivery at an additional charge. Any additional shipping and/or handling charges must be pre-paid; COD requests will not be accepted. Requests must be in writing and will be answered on a first-come, first-serve basis until the initial supply is exhausted. For additional sets requested from interested parties subject to the bid-deposit requirements, or for requests made after the initial supply is exhausted, a non-refundable fee, not to exceed the actual cost of reproduction of IFB documents (to be determined by the Contracting Officer) plus a shipping charge based on individual requests (if applicable) will be required to obtain the IFB documents. A Pre-Bid walk-through is scheduled for November 15, 2005, at 1:00 P.M., local time, at the Albuquerque Job Corps Center (site). This will be the only opportunity to view the site prior to the submission of bids. The Bid Opening date is scheduled for Tuesday, December 6, 2005, at 1:00 P.M., local time, at the A/E's office mentioned above. This is a 100% Small Business Set-Aside acquisition. The North American Industry Classification System (NAICS) Code is 236220 (Commercial and Institutional Building Construction). The Small Business Size Standard is $28.5 million. This is necessary to allow a reply to reach all prospective bidders before the submission of their bids. Bidders unable to comply with the ten (10) calendar day requirement should bid the contract according to your best interpretation of the plans, specifications, and amendments.
