Description
This is a combined synopsis/solicitation for a commercial item/service prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is issued as Request for Quotation No. DAAE30-06-Q-0200. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-06. FACs issued prior to award will be incorporated in awards resulting from this solicitation. This solicitation is a 100 percent Small Business set-aside. NAICS: 561730, Size Standard: $6,000,000 in annual average receipts over the last three years. The price list available for downloading at http://procnet.pica.army.mil must be completed and submitted as part of the quotation. The U.S. Army ARDEC, Picatinny Arsenal, New Jersey has a requirement to procure contractor services under one or more Blanket Purchase Agreements (BPA) for conducting surveys on the installation to identify hazardous trees that pose a danger to persons and property and to trim and/or remove hazardous trees on the installation. The survey requirement shall consist of the contractor(s) providing all labor, supervision, travel, materials and equipment to perform a survey on the installation to identify dead or dying trees that pose a danger to persons or property. Hazardous tree trimming shall consist of the contractor (s) furnishing fully equipped crews, to include bucket truck and cranes (when necessary), supervision, travel and materials required to accomplish hazardous tree removal and/or trimming requirements as specified by the ordering officer. Each individual order shall be completed no later than 45 days after issuance of the order unless the order stipulates a different time. For the performance of this action the contractor shall employ only U.S. Citizens or non-U.S. citizens residing in the United States who legally entered into the United States and can produce evidence of legal authority to be employed in the United States. Place of performance: Picatinny Arsenal, New Jersey 07806-5000.viii) The provision at FAR 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition, except that the words ???offer??? and ???offeror??? are revised to read ???quotation??? and ???respondent.??? The Government may award one or more BPAs resulting from this solicitation to the responsible vendor(s) whose quotations conforming to this solicitation will be most advantageous to the Government, considering price and other factors related to price (e.g., discount terms). A blanket purchase agreement is not a contract. Under any resultant BPA, the Government will be obligated only to the extent of authorized purchases actually made under the BPA. Individual firm-fixed-price purchases or ???calls??? may range from less than $2,500 to $25,000. The agreed-to prices for each awarded BPA will be included in the BPA as an attached price list. The price list shall be used as a standing price quotation for at least one year from the effective (issue) date of the BPA in accordance with FAR 13.103. Calls for services below $2,500 will be issued orally at the prices stated in the price list. Calls for services above $2,500 will be competed in accordance with FAR Part 12 and 13. Calls may be issued orally or in writing. Calls above $2,500 up to $25,000 may be issued (a) at the prices stated in the price list, (b) at prices to be determined through competitive procurement procedures and no higher than the prices stated in the price list, or (c) at prices to be determined through competitive procurement procedures. The procedures at (c) above will be applied if a need arises for services that are within the general scope of the BPA but not included in the price list. Regardless of the method used for issuing calls, payment shall be by Governmentwide commercial purchase (credit) card in accordance with FAR 52.232-36, Payment by Third Party. Under FAR 13.303-6, BPAs will be reviewed at least annually and, if necessary, updated at that time. The Government reserves the right to make no awards resulting from this solicitation. To be considered for award, respondents must comply with the following: include company name, address, Tax Identification Number, point of contact who is authorized to enter a binding agreement with the Government; telephone and FAX numbers, email address; register in Central Contractor Registration via http://www.bpn.gov; complete the annual Representations and Certifications electronically at http://orca.bpn.gov; include a completed copy of the provision at 52.212-3, Offerer Representations and Certifications ???Commercial Items with their quotation; comply with the requirements of ARDEC local clause 68, Identification of Contractor Employees, available for downloading at http://procnet.army.mil.
