Description
The Government intends to negotiate, procure and provide fair and reasonable compensation on a sole source basis for basic services provided by Range Riders for furnishing their own equestrian and related equipment consisting of six each horses and related ancillary equipment (i.e. horse trailer, saddle, tackle, medicinal supplies, safety gear, ferrier items and pick-up truck). The Government is not seeking proposals for this requirement. Range Riders are Government employees with law enforcement duties whose job description states in part that they will be provided monetary consideration via a contract for providing their own horses and ancillary equipment to perform their job duties. Range Riders in part perform the following duties: Responsibl e for ranger security often in an open undeveloped large Southwestern desert range environment located on a large military reservation to ensure operational mission safety, closing roads to ensure safety during testing and live fire training oper ations; conduct personal meetings with local ranchers in order to facilitate an understanding of military operations that respective ranching operations; plan and manage hunting activities consistent with the New Mexico and Texas State laws and r egulations, including the humane destruction of sick or injured animals and the investigation of illegal poaching; monitor, protect and secure compliance with the National Environmental Protection Act (NEPA)and investigate violations thereof; and pr ovide knowledge of range conditions to commander to include, but not limited to, road and river bed trafficability/accessibility, environmental pollution and dumping, maneuver damage, fence damage to neighboring ranches, availability of water in tanks wa tering points for domestic animals and wildlife. Protect the reservation against threats including criminal trespasses, illegal transit and contraband trafficking on reservation, through observation and patrolling by four wheel drive truck, on horseback, on all terrain vehicles and on foot. Track, locate and/ or detain these threats; turn over the other law enforcement agencies as required.
