Description

The description on the presolicitation notice for this project, originally posted October 13, 2005, had corrections made and is hereby resubmitted in its entirety: The project consists of multi-floored addition to existing facility with reinforced c oncrete foundation and floor slab, structural frame, concrete tilt-up exterior walls with aggregate finish, roof system, security measures, sensitive compartmentalized information facilities (SCIF), reconfigured rooms in existing facility utilities, site i mprovements, landscaping and all other necessary support. THIS IS AN 100% UNRESTRICTED REQUEST FOR PROPOSAL (RFP) IDIQ, BEST VALUE - LOWEST PRICED TECNICALLY ACCEPTABLE (LPTA) WITH HUBZONE PREFERENCE. Both a technical and a price proposal will be requi red. It is the Governments intent to award based on initial offers without discussions; therefore, the offerors shall provide their best technical and price proposals. Performance Period is for 540 calendar days after contractor receipt of NTP. Please note that there are special instructions pertaining to hand delivered proposals. These special instructions can be viewed on the Los Angeles District Contracting Division website and they will also be available in Section 00100 of the advertised solicitat ion. The North American Industry Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction, $28.5M average annual gross revenue for the last three (3) fiscal years. Estimated cost range of the project if $10,000,00 0 to $25,000,000. The solicitation will be made available on or about 28 October 2005. If the awarded offeror is a large business, they will be required to submit a Sub-Contracting Plan. The Los Angeles District Subcontracting goals are as follows: 62% with small business, 10% with small disadvantaged business, 10% with woman owned small business, 3% with Veteran-Owned small business, 3% with severe disabled veteran owned small business and 3% with Hub-Zone small business. The Government intends to iss ue this solicitation and all amendments through the use of the Internet. No additional media (CD ROMs, Floppy Disks, Faxes, or paper) will be provided unless the Government determines that it is necessary. Contractors may view/download this solicitation and all amendments from the Internet after the solicitation issuance at the following internet address: http://ebs.spl.usace.army.mil. All offerors are required to check the Los Angeles District Contracting Division website to be notified of any changes to this solicitation. Offerors must be registered with the Central Contractor Registratio n (CCR), in order to receive a Government Contract Award.
