- AMENDMENT TO SOLICITATION NUMBER RFI-05-02 OF AUG 5, 2005, US-VISIT REQUEST FOR INFORMATION/SOURCES SOUGHT, FOR ELECTRONIC MACHINE READABLE TRAVEL DOCUMENT (e-MRTD) READERS The Office of the United States Visitor and Immigrant Status Indicator Technology (US-VISIT) is anticipating procuring electronic Machine-Readable Travel Document (eMRTD) readers through the Scientific and Engineering Workstation Procurement (SEWP) III, Government-Wide Acquisition Contract (GWAC) contract vehicle, Class 12. The website for SEWP III is www.sewp.nasa.gov. The SEWP website provides information as to how contractors can add new products to the SEWP contract via a Technology Refreshment process for the Prime contract holders (and their subcontractors). New contractors who wish to have their products available through SEWP must contact one or more of the Prime contract holders and negotiate with their SEWP Program Managers to become an approved subcontractor through the Prime?s contract. The choice as to which contract holder to contact depends on which contract holder best fits your products. See the SEWP website for specific detailed information. In order to be awarded a delivery order under SEWP III your product must be available through SEWP. It is anticipated that a competitive RFQ will be issued under the SEWP GWAC as early as December 1, 2006. The eMRTD Readers must be capable of reading the Machine-Readable Zone (MRZ) and Integrated contactless chip in existing and planned International Civil Aviation Organization (ICAO) ? compliant travel documents. For ease of integration, the eMRTD readers shall comply with the US-VISIT ePassport Reader API Specification and the updated US-VISIT eMRTD Reader requirements. The latest version of the specification and the eMRTD Reader requirements will be provided under separate cover to all contractors that expressed an interest in the e-MRTD Reader requirement under RFI -05-02 of August 5, 2005. Any new contractors that are interested in receiving the US-VISIT ePassport Reader API Specification and eMRTD Reader requirements should contact the contracting officer listed below. First article testing of the awardee?s product will be required before approval to start production. Specific requirements for first article testing will be provided in any resulting RFQ. US-VISIT is planning to procure as many as 500 - 1,000 eMRTD Readers in the 2nd quarter of FY 2006. The eMRTD Readers are desired to be delivered to the government in lot sizes of 50 eMRTD Readers at a time. Reader procurements in FY 07 through FY10 are expected to be as many as 700 per year. The procurement of these readers in the out-years may be accelerated, depending upon the availability of funds.
