Description
The Naval Sea Systems Command (NAVSEA) intends to award a contract in fiscal year 2006 to design and build a 21? diameter Mission Reconfigurable Unmanned Undersea Vehicle System (MRUUVS). The MRUUVS, is planned to achieve initial operational capability in 2011, and is intended as a submarine (SSN688 and Virginia Class) operated system capable of meeting the Navy?s requirements for clandestine intelligence, surveillance and reconnaissance and limited ocean survey. On January 26, 2005 NAVSEA released a Broad Agency Announcement (BAA) soliciting new and innovative concepts in the development and demonstration of technologies applicable to UUVs. There was a one-day meeting with industry held at the Kossiakoff Center at the Johns Hopkins University Applied Physics Laboratory on September 1, 2005 to provide industry information on the MRUUVS requirements, concept of operation, government support risk reduction efforts, and acquisition strategy. NAVSEA will also solicit industry feedback on these areas to assist in final preparation of the MRUUVS request for procurement. Then the Navy released a web based Technical Information Center (TIC) designed to provide both acquisition and technical information relating to the MRUUVS procurement on August 25, 2005. NAVSEA continues to seek expressions of interest to understand industry?s interests and ability to develop and integrate the MRUUVS. Companies interested in becoming the MRUUVS system integrator are invited to provide a ten (10) page (maximum) presentation/white paper explaining: 1) Past experience as a systems integrator and how this experience supports the MRUUVS development; 2) The proposed approach for integrating the entire system, including major interfaces, proposed systems and subsystem breakout; 3) How the company would address the above system requirements; 4) Any requested GFE/GFI; 5) Identified risks and proposed mitigations; and 6) A schedule to achieve the 2011 IOC. Responses are required to include the firm name, mailing address, telephone and facsimile numbers, World Wide Web (Internet) presence (if any), and direct points of contact including e-mail addresses. Only written responses transmitted electronically, by mail or facsimile will be accepted. The Government will not provide payment for any information provided in response to this synopsis, nor will the Government return any data provided. All data will be for official Government use only. NAVSEA is opening the window to receive white papers for two weeks until November 4, 2005. Responses to this announcement should be received in this office NO LATER THAN 4:00 PM (EST) on 4 November 2005. Interested parties who submitted previously do not need to resubmit. Firms that wish to be included on the interested parties list must be able to, as a minimum, 1) access the World Wide Web; 2) send and receive unclassified e-mail; and 3) access, download and print pre-solicitation documents from Internet websites. Invitations to the subsequent one-on-one discussions will only be offered to the list of interested parties who submitted presentations/white papers. This does not constitute a solicitation and should not be construed as a commitment of any kind by the Government to issue a solicitation or ultimately award a contract. All information will be considered. This is not an Invitation for Bids (IFB), a Request for Quotations (RFQ) or a Request for Proposals (RFP).
