Description
This is a notice of intent to negotiate a sole source procurement under the authority of Federal Acquisition Regulation (FAR) 6.302-1, with MEDAVANTE Inc., Ewing, New Jersey for MedAvante?s Centralized Ratings Service (Protocol CSP 555 ? Long Acting Injectable Risperidone in the Treatment of Schizophrenia) in support of the VA research projects, studies, and/or grants at the VA Medical Center, Research ? MAVERIC, Boston, MA. It includes a video teleconferencing system and expert raters to conduct interview for patients identified at different VA sites. The PANSS instrument, Quality of Life as measured by Heinrichs QOLS instrument, and social functioning as measured by the PSP instruments, are the secondary measures for the study. The applicable NAICS code for this solicitation is 541710 with a size standard of 500 employees. The intended contract will be for the period 15 December 2005 through September 30, 2006 with two one-year renewal options. This procurement is based on the determination that the government?s minimum needs can best be satisfied by services available from this entity associated with our affiliate. This notice of intent is NOT a request for competitive proposals. Interested persons may identify their interest and capability to respond to this requirement. Responsible sources may submit a written narrative statement of capability, including detailed technical information and other literature demonstrating the ability to meet the above requirements to Ben.Manzano@med.va.gov or by facsimile to (857) 364-6521. To be considered an affirmative response, offerors must provide sufficient information to permit agency analysis to establish a bona fide capability to meet the requirements. Responses without documentation will be considered non-responsive. Such qualifications/capabilities will be perused solely for determining whether to conduct this procurement on a competitive basis. A determination by the Government not to open this requirement to competition based on responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable and responses received after November 10, 2005 will not be considered.
