- This is a sources sought announcement only. There is no solicitation available at this time. ITEC4-W is conducting market research to determine small business capabilities as a prime and small business interest as subcontractors to include teaming and partnership arrangements for upcoming solicitation for the recompetition of Contract DAAB32-02-C-0004, Operation, Maintenance, and Supply Europe (OPMAS-E) for the 5th Signal Command, Germany. The Information Technology, E-Commerce and Commercial Con tracting Center-West (ITEC4-W), Fort Huachuca, Arizona is providing this notification to announce the upcoming solicitation for the recompetition of Contract DAAB32-02-C-0004, Operation, Maintenance, and Supply Europe (OPMAS-E) for the 5th Signal Command , Germany. The information technology (IT) requirements to be provided under the OPMAS-E contract include operation, maintenance, supply and information technology services and support of communications and information systems located throughout the USEUCO M AOR, which includes Europe and parts of Africa. Currently, work is performed in Germany, Italy, Belgium, Netherlands, Luxembourg, and the Balkans, but it is anticipated that work will be added or shifted in the future to other countries that fall under 5th Signal Commands AOR. The OPMAS-E contractor also provides support to other U.S. Army, Navy, Air Force, Department of Defense (DoD), and U.S. Government agencies and installations. The services to be provided for the OPMAS-E include Specific contract or support includes, but is not limited to: Operation of the Area Maintenance and Supply Facility-Europe (AMSF-E) and the Small Computer Issue Activity (SCIA); operation and maintenance of Global Information Grid (GIG) sites to include Asynchronous Transf er Mode (ATM), Timplex, SONET radios, Microwave (MW) Facilities, Technical Control Facilities (TCF), the Antenna Maintenance Activity (AMA), Video-Teleconferencing (VTC) Hubs and Facilities, Defense Red Switch Networks (DRSN), and Kosovo and Bosnia Commer cial Communication Systems; and Maintenance of Automatic Test Equipment (ATE), Test, Measurement, and Diagnostic Equipment (TMDE), Armed Forces Television (AFTV) and Air Traffic Control (ATC) systems, European Theater Network Operations Center (E-TNOSC), J oint Blue Force Situational Awareness (JBFSA) Mission, and Tie Cable maintenance, repair and relocation Support. The anticipated period of performance is a base period plus four option years commencing on October 1, 2006. There will be a 90-day phase-in period beginning on or about July 1, 2006 for contractor transition, if required, and processing of technical expert packages immediately after award. The contract type intended is Cost-Plus-Fixed-Fee (CPFF). This acquisition will be subject to full an d open competition and will not be set aside for small business concerns. A Top Secret facility clearance granted by the Defense Industrial Security Clearance Office (DISCO) shall be required prior to performing any part of the contract; in addition, the Top Secret security clearance and indoctrination for access to Sensitive Compartmented Information (SCI) will be required to perform parts of this contract. The following abbreviated milestones (subject to change) are provided for planning purposes: Draft Performance Work Statement (DPWS), November 2005; Draft Request for Proposal (DRFP), January 2006; Presolicitation/Site Visit conference in Germany, January 2006; Final RFP, February 2006; and Contract Award, Jun 2006.
