- THIS IS A SMALL EMERGING BUSISNESS SETASIDE as prescribed by the Small Business Competitiveness Demonstration Program. Small emerging is described as no greater than 50 percent the size standard. A/E should submit The NAICS code is 541310 and the Size standard is 4.0 mil. VA intends to award an Architect/Engineer contract for investigation, preparation of working drawings and specifications, cost estimate, submittal review and other construction period services for Solicitation 528A7-07-06, Project 528A7-06-701 Renovate Room A320,at the Syracuse VA Medical Center, 800 Irving Ave, Syracuse, NY 13210. Specifications shall be compiled from VA master specifications which are available on the internet. This project involves the following minimum scope requirements: 1. Review VA program requirements and project scope to determine the equipment and construction criteria and provide preliminary plans, drawings, and estimates. 2. Prepare measured drawings of existing area of work. Area of work is Room A320 including the control booth, along with film processing and developing rooms A412 and A324. 3. Perform mechanical, electrical, civil and architectural investigation of the existing spaces as necessary, including full on site survey(s) to field verify existing conditions as they pertain to this project. The architect is responsible for designing a new digital radio-fluorographic examination room in A320. The design shall be within the VA budget and shall include bid alternates if necessary to assure a functional project within funding. During the design, the A/E shall communicate cost impacts of any proposed scope changes to ensure the project can be awarded within the established budget. Estimates shall be provided in a manner so as to allow timely decisions by the VA. Room A320 will have the new digital radio-fluorographic unit installed in it. The VA will provide the A/E with a proposed generic design for the installation of this piece of equipment and all additional components that are to be provided by the vendor. The A/E will then use this as a basis for a complete design package. The A/E will reuse existing conduit and trough if appropriate to support the new equipment. The A/E will replace the existing sink with associated cabinetry with new if required to accommodate new equipment. Project will include removal of the film processing dark room, fluid storage tanks and associated plumbing in rooms A324 and A412. The A/E will provide drawings and specifications for this work including restoration of the rooms into administrative space. The VA will provide manufacturers literature and names of people to contact to aid in the design of the imaging space A320. Materials recommended for construction must be appropriate for all of the spaces. The A/E will include in the design all associated utilities needed to support all spaces within this project. The A/E must provide verbiage in the specifications that directs the contractor to accomplish demolition between the hours of 1700 and 0500 hrs., Monday thru Friday. Materials for construction are to be delivered or removed during these same hours, unless hours are reviewed and agreed upon by the Chief Radiology Technician. Drawings will be CADD generated with readable AutoCad Release 2006. Specifications shall be compiled from VA master specifications and are available on the internet at http://www.va.gov/facmgt/standard/. Selection of the Architect/Engineer will be based on specialized experience(see block 9a, Part II of SF330, items 06, 08, 18, 21, 25, 31, 42, 56, and 57), capability of the firm to perform, professional qualifications of the staff to be assigned to the project(Block 10a, Part II of SF330 especially items H09), past performance for VA work and/or similar hospital projects, and the record of past performance in the form of a comparison between their estimates and actual project awards. INTERESTED FIRMS M U S T PROVIDE SEPARATE VERIFICATION OF EMERGING SMALL BUSINESS STATUS along with data pertaining to this project on CURRENT Standard Form 330 no later than 2:00pm on Tuesday November 29, 2005. THREE COPIES OF EACH (along with any supplemental information) ARE REQUIRED. Submission should emphasize experience on similar projects, the personnel to be assigned to this project and specific VA experience. The area of consideration is restricted to firms within a 100 radius of the Medical Center. This is not a request for proposals. Construction cost estimate is between $100,000 and $250,000.
