Description

The United States Air Force (USAF) and Ernst & Young (E&Y) are excited to announce the Tinker Air Force Base (TAFB) Housing Privatization Project Request for Proposal (RFP) is to be released on or about 14 November 2005 via Ernst & Young?s housing privatization Web site: http://www.eypsc.com/. Proposals will be due 60 days after the release of the RFP. Tinker AFB, located in Oklahoma City, OK, is seeking to privatize its military family housing. The Government will lease approximately 225 acres of on-base land for 50 years and convey 694 existing housing units and other improvements to a private developer. The developer will finance, plan, design, renovate, and construct the housing. Specifically, the project scope calls for 432 units to be demolished and replaced, 36 units will be newly constructed, 54 will be renovated, and 208 require no improvements, for an end state of 730 units. The TAFB Project will employ a one-step solicitation approach. The proposal submittal requirements, which are identified in the RFP, include submitting three volumes of information: 1) the project proposal (financial, development, and property management information), 2) the offeror?s qualifications, and 3) past performance information. The Government seeks to award to the Highest Ranked Offeror (HRO) whose proposal is most advantageous to the Government. The Government will then enter into exclusive negotiations with the HRO.
