Description
This is a Sealed Bid procurement for a Firm Fixed Price Contract for the Delaware Ave. and Niagara Street Site Demolition, Buffalo, NY. This procurement is a Total Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside under the Small Business Competitiveness Demonstration Program. Only bids submitted by firms that meet the Service-Disabled Veteran Owned Small Business Classification set forth by the Small Business Administration will be considered. Bidders must be registered in the Central Contractor Registration (http://www.ccr.gov). The North American Industry Classification System (NAICS) Code for this project is 238910 and the size standard is $12 Million. The solicitation will be issued on or about November 14, 2005. A Pre-Bid meeting will be held on November 30, 2005 at 11:00 A.M. at General Services Administration, Dulski Federal Office Building, 111 West Huron Street, Room 1521, Buffalo, NY 14202. Interested parties must contact Ms. Patricia Wright by e-mail (patricia.wright@gsa.gov), or by Fax (212)264-0588 to confirm attendance. A bid opening date for receipt of bids is December 14, 2005. The estimated cost range is $1,000,000.00 to $5,000,000.00. Time for completion: 190 calendar days from the Notice to Proceed. The demolition will be executed in two phases. Phase one will consist of two parts: backfilling of an excavated area on the parking lot located on the Northwest parcel bounded by West Mohawk Street and South Elmwood Avenue, and the remediation of asbestos and hazardous material in the six story steel frame “Lawley Building,” 118/120 Delaware Ave. Phase two will consist of the remediation of asbestos and hazardous material and demolition of the three frame structures on Niagara Street including all surrounding appurtenances and the demolition inclusive of minor remediation of the “Lawley Building”. All structures on the site will be demolished using mechanical mean (i.e. no explosions or wrecking ball). All buildings must be demolished in their entirety with the exception of the basement walls of 118/120 Delaware Avenue where basement walls support the Delaware Ave and West Mohawk St. sidewalks, Buffalo, NY. Project No.: NNY00124. Solicitation No.: GS-02P-05-DTC-3012. Specification and drawings may be obtained from Ms. Patricia Wright, Contracting Officer, at the General Services Administration, Public Buildings Service, Property Development Division, Acquisition Services Branch, 26 Federal Plaza, Room 1639. New York, NY. This project includes Sensitive But Unclassified (SBU) information. SBU documents provided under this solicitation are intended for authorized users only. In support of this requirement, GSA requires bidders to exercise reasonable care when handling documents relating to SBU information per the solicitation. For reasons of security and before release of SBU information, the requester of the Solicitation and Drawings must complete and sign a “Document Security Notice to Prospective Bidders.” In addition, the requester must provide the following information: 1. Copy of Business License, 2. Company’s Dunn and Bradstreet Number, 3. Valid Tax Identification Number, and 4. a Valid Driver’s License (for individual(s) picking up the SBU Documents). After verification of the preceding information, the requester will be designated as an authorized user and a copy of the Solicitation and Drawings will be released to the requester. Please contact the Contract Officer to obtain a copy of the “Document Security Notice to Prospective Bidders.” “NOTICE TO PROSPECTIVE BIDDERS/OFFERS: Associated plans, drawings, or specifications provided under this solicitation are intended for use by prospective bidders/offerors (and their subcontractors and suppliers). In support of this requirement, GSA requires bidders/offerors to exercise reasonable care when handling documents relating to building drawings/plans, security equipment, security equipment installations, and contract guard service, to include; 1) Limiting reproduction and/or dissemination of covered materials only to persons/parties related to this acquisition or otherwise authorized to receive such information; 2) Making every possible effort that is reasonable and prudent to prevent unauthorized disclosure of this information; 3) Upon award and completion of any appeals process, unsuccessful bidders/offerors making every reasonable and prudent effort to destroy or render useless all information/ documentation received during the solicitation and/or appeals process; and 4) The awardee continuing the efforts required above throughout the entire term of the contract and for what specific time thereafter as may be necessary, as determined by the awardee.” This is not a Request for Proposal.
