Description
The United States Coast Guard (USCG) is seeking potential sources that can provide a one year trial program that will demonstrate the feasibility of Military Flight Operations Quality Assurance (MFOQA). The HH65 aircraft shall be the tested airframe for this demonstration. Within this initiative, the respondents shall address the following areas of capabilities of the MFOQA program: 1. Data Collection ? The ability to acquire necessary data for analysis. Data may be acquired from existing HH65 VADR-K or from installed data storage unit (PCMCIA) and/or from newly installed means. 2. Data Processing ? The ability to expeditiously convert the acquired data to an appropriate format that can be synchronized for use with analysis and animation programs. 3. Data Analysis ? The ability to analyze data from the target airframes and provide useful reports utilizing acquired data. 4. Flight Visualization ? The ability to expeditiously animate MFOQA data to be used for post-flight debriefing and portray graphical trend analysis. 5. Data Trending ? The ability to analyze data to detect trends. The ability to identify trends for flight characteristics and trouble parts, for example. 6. Event Sets ? The ability to create event sets and to edit existing sets. 7. Reports ? The ability to automatically generate preprogrammed reports and the ability to create new reports tailored to users? specific requirements. 8. Data Retention ? The ability to initially populate database with existing legacy data and update with collected data. 9. Remote Access ? The ability to access main database information (reports) from other USCG Air Stations. In addition to the above information, at least three references of customers who have used said MFOQA products are requested. The respondents shall provide sample data and solicit no cost demonstrations. Vendor demonstrations shall be targeted for another date.
