- This Federal Business Opportunity Announcement is notice the TRICARE Regions 6, 7 & 8 which includes 46 Military Treatment Facilities (MTFs) in the states of Arizona, Arkansas, Colorado, Idaho, Kansas, Louisiana, Missouri, Oklahoma, Nebraska, Nevada , New Mexico, North Dakota, Texas, South Dakota, Utah and Wyoming are initiating the standardization process for the product line of Topical, Local and Regional Dental Anesthetics. The intent of this standardization is to establish regionally preferred s ources for hospital supply items and to standardize purchasing of these products for the MTFs. Additional TRICARE Regions may elect to join after the award. Clinical Product Team (CPTs) will evaluate this product line. CPTs are composed of Dentists, Physicians, Nurses, Medical/Dental Technicians, Infection Control Officers and other clinicians who have expertise and knowledge of the products. They will review and technically evaluate the products submitted. TRICARE Region 6, 7 & 8 deems the CPT memb ers to be medical experts. Therefore, they are qualified to determine which products are acceptable. Their recommendations can be accomplished by literature review, presentation, demonstration or clinical evaluation. Vendors interested in having their products evaluated for possible inclusion in the standardization process should carefully review the stated requirements below. GENERAL REQUIREMENTS for this product line include but are not limited to the following: Local and Regional injectable anesthetics, topical anesthetic gels, and ointments utilized in the dental care setting which may be used for such procedures a s restorative dentistry (fillings/crowns), endodontics (root canals), periodontics (gum treatments), and oral surgery. We are looking for a company or companies that offer a broad line of injectable drug products in unit of use prefilled cartridges and to pical anesthetic agents. Basic product selection should include but not be limited to the following anesthetic types: 1. Lidocaine HCL Injection 2. Lidocaine HCL with epinephrine Injection 3. Mepivacaine HCL Injection 4. Mepivacaine HCL with levonordefrin Injection 5. Prilocaine HCL Injection 6. Prilocaine with epinephrine Injection 7. Septocaine 8. Septocaine with epinephrine. 9. Marcaine 10. Marcaine with epinephrine. 11. Periodontal gels. Basic requirements should include but not be limited to the follo wing criteria: 1. Each cartridge should be clearly labeled by medication name and dosage calibrations. 2. Provide products in a uniform cartridge color-coding system for identifying specific local anesthetics and local anesthetic/vasoconstrictor combinat ions. 3. The cartridge packaging should have a tamper detection capability and should be designed to prevent plunger end diversion. 4. The associated holders should provide secure stable injections and be lightweight, durable and reusable. 5. The holder utilized should have an open-ended barrel allowing for release of the used needle into a sharps disposal bin. 6. Any syringes offered should meet ANSI specification #34 Dental Aspirating Syringes. 7. Cost-effectiveness relative to accepted therapy. If your company currently holds a Distribution and Pricing Agreement (DAPA) for the Medical-Surgical product line of Topical, Local and Regional Dental Anesthetics, your company is eligible to participate in the standardization effort for this region. If your company is not a current DAPA holder for this product line, you may still be eligible to participate in this standardization effort for this region by contacting the Defense Supply Center Philadelphia (DSCP), Mr. John Charalabidis at (215) 737-7124 or e-mail (John.Charalabidis@dla.mil) to apply for a DAPA. Your company will be considered once DAPA paperwork is pending at DSCP. Distribution of these products for the MTFs will be accomplished through Cardinal Health, the DoD Medical-Surgical Prime Vendor for Regions 6, 7 & 8. After you have notified the POC of your intent to participate, the POC will advise you of the next steps to take. If your company can prov ide any of these products, please forward literature of all items available from your company that meet the product descriptions above and any corresponding product literature no later than November 30, 2005. Those companies that do not reply by this date may be eliminated from consideration. If the CPT recommends a company, the TRBO may request sales data to facilitate a conversion plan. This information will be treated as proprietary and not releasable. Suppliers may be required to conduct clinical tri als and provide clinical samples at no cost to the government.
